东高地街道网格化社会服务管理研究:公共治理的视角

【摘要】:随着我国城市快速发展,城市的规模不断扩大,功能不断完善,环境不断改观,政府部门提供的服务管理与居民对城市服务管理的需求之间的差距越来越大,城市服务管理中的诸多问题暴露出来,街道、社区等基层服务提供者和管理者都面临着严峻的挑战。在这样的背景下,网格化社会服务管理作为一种现代化、精细化的管理方式,倍受关注,成为目前在全国推广的一种社会服务管理模式。本文以东高地街道网格化社会服务管理作为研究对象,以公共治理理论作为概念工具,按照“现状-问题-对策”的逻辑顺序,从多元治理主体、权力运行多向度、管理过程开放性和信息技术的运用四个维度进行了实证分析研究。全文形成的主要观点有:(1)网格划分是对服务管理对象的进一步细化、明确,通过网格划分,网格管理者可以为居民提供更周到的服务和更精细的管理;(2)地区政府部门与非政府组织以网格“五员”的形式构成了网格化社会服务管理语境下的一种扁平化权力结构,共同对地区行使公共服务管理职能;(3)网格中多元治理主体的权力运行是多向度的,它区别于以往从上到下的官僚式科层体制,彼此间相互依赖、合作,上下互动,网络状运行;(4)网格化社会服务管理将公共服务、社会管理等多方面的内容打包纳入管理范围,并对其进行了梳理,明确了管理者的责任和义务,让基层治理不再“乱如麻”,体现了治理理论中的合作理念;(5)信息技术运用于社会服务管理是必然趋势,通过信息技术将所有基础数据进行整合,可以减少重复管理的浪费,一次统计,共享使用;通过信息技术手段减少了管理环节,使权力的网络状运行和扁平化管理得以实现。本文通过研究发现,网格化社会服务管理目前还存在几个突出的问题:(1)网格治理主体特别是网格“五员”存在权力来源不明确、责任不清晰的问题,地区单位也没有纳入网格“五员”当中;(2)管理过程中存在着管理内容单一、重复管理、重管理轻服务的现象,监督与绩效考评机制的设置也值得商榷;(3)信息技术的使用增加了管理成本,对管理人员提出了更高的要求,也伴随着泄露隐私、存在信息安全隐患等问题;(4)权力多向度运行过程中还存在一些阻碍因素。对研究中发现的这些问题,本文也分别给出了改进对策。网格化社会服务管理是公共治理理论应用于社会实践的一种有益尝试,是一种新兴的、现代化的管理方式,它已经取得了一定效果,但仍然存在着诸多问题,这也为网格化社会服务管理工作者,特别是政策的顶层设计者进一步研究、改进这一管理方式留出了空间。
[Abstract]:With the rapid development of cities in our country, the scale of cities is expanding, the functions are improving and the environment is improving. The gap between the service management provided by government departments and the demand of residents for urban service management is increasing. Many problems in urban service management are exposed, such as streets, communities and other grass-roots service providers and managers are facing severe challenges. Under this background, grid social service management, as a modern and fine management mode, has attracted much attention and become a social service management model popularized in the whole country at present. This paper takes the social service management of the East Highland Street Grid as the research object, takes the public governance theory as the conceptual tool, according to the logical sequence of "actuality-problem-game", from the pluralistic governance main body, the power movement multi-direction degree, The openness of management process and the application of information technology are studied empirically. The main points of view formed in this paper are: (1) Grid division is a further refinement of service management objects. The grid manager can provide more considerate service and more precise management for the residents. The regional government departments and non-governmental organizations form a flat power structure in the context of grid social service management in the form of "five members" of the grid. The power operation of the pluralistic governance body in the grid is multi-directional, which is different from the bureaucratic hierarchy system from the top to the bottom. It depends on each other, cooperates, and interacts with each other. The network-based social service management brings public service, social management and other aspects into the management scope, and combs it to clarify the responsibilities and obligations of managers, so that grass-roots governance will no longer be "chaotic". The application of information technology in social service management is an inevitable trend. Integrating all basic data through information technology can reduce the waste of repeated management, statistics once, and share use. By means of information technology, the management links are reduced, and the network operation and flat management of power are realized. In this paper, it is found that there are still several outstanding problems in the grid social service management. (1) the main body of grid governance, especially the "five members" of the grid, have the problems of unclear power sources and unclear responsibilities. The regional units were also not included in the "five members" of the Grid. In the process of management, there was a phenomenon that the management content was single, the management was repeated, and the management was less important than service. The use of information technology has increased management costs, raised higher demands on managers, and accompanied the disclosure of privacy. There are some hindrance factors in the process of multi-direction operation of power. To these problems found in the study, this paper also gives the improvement countermeasures. Grid social service management is a beneficial attempt of applying public governance theory to social practice. It is a new and modern management method. It has achieved certain results, but there are still many problems. This also provides space for grid social service managers, especially top policy designers, to improve this management approach.
