现代性视阈下的中国社会组织发展研究

【摘要】：毋庸置疑,现代化己成为当代中国最为重要的时代使命和实践诉求,而现代性则是主导中国现代化进程的内在总体性逻辑。然而,究竟何谓现代性,学界见仁见智。本文认为,鉴于人类文明演进及其特征的变迁,可从整体上将现代性理解为一种现代的文明结构。这种文明结构,是在传统文明的基础上经由实践的系统性建构而逐渐形成的；对于社会体而言,这种文明结构意味着形成了一种规范的社会秩序体系,尤其是形成了规范的社会秩序化机制；这种秩序化机制,一般是通过形塑人们的价值观念、思维方式和行为习惯并以体制化的组织模式和制度构造来强化而实现的。现代性作为现代的文明结构表明,传统的社会秩序已解体,现代文明的社会秩序必然成为替代性选择。那么,社会组织作为现代社会中正在崛起的一种结构性要素,势必参与现代文明社会秩序的建构。也就是说,在中国社会的现代性转型与建构中,社会组织的社会秩序建构角色将更加彰显。由之,社会组织作为社会秩序化机制的一种载体,在现代文明的社会秩序建构中将发挥着独特的角色作用。而从现实情况来看,社会组织的发展面临诸多困境,亟待对此缘由作系统的理论分析。因此,本文将社会组织发展这一论题置于现代性的意义上阐释,既旨在廓清社会组织在中国社会的现代性转型与建构中的角色定位、功能范畴和行动特点,更着力于揭示中国语境下社会组织发展的内在机理与实现路径,以增强社会组织发展实践的自觉性和实效性。具体来说,从角色定位来看,社会组织在现代文明的价值取向上是现代性的建构者。目前中国正处在以现代文明的社会秩序建构为轴心的转型之中,那么,社会组织以其独特的社会秩序建构角色深嵌其中；从功能范畴来看,对社会组织这种角色的认同是其角色功能得以发挥的前提条件,而以公共精神为文化底蕴的公共性和公共生活使其角色功能的发挥最终成为可能,这也决定了社会组织的角色功能将是多维的,包括在民主政治、和谐社会、市场经济以及社会安全等方面的秩序功能；从行动特点来看,社会组织遵循集体行动的一般方式和逻辑,其行动过程大致由诉求—表达—协商—契约—遵守—评价等环节构成。如此,“角色”、“认同”和“行动”及其结构关系构成了现代性下中国社会组织发展的理论与实践的逻辑框架。其中,现代文明的社会秩序建构是社会组织发展在现代性价值上的角色定位；公共性是社会组织发展的这种角色定位获得认同的根本原因；以集体行动的方式参与公共生活是社会组织发展的这种角色定位得以实现的现实途径。概而言之,现代性视阈下中国社会组织的发展既是一种价值追求,更是一种制度、文化乃至社会的“生活实践”建构过程。
[Abstract]:There is no doubt that modernization has become the most important mission and practical demand of contemporary China, and modernity is the internal overall logic that dominates the process of China's modernization. However, there are different views on what modernity is. This paper holds that, in view of the evolution of human civilization and the change of its characteristics, modernity can be understood as a modern civilization structure as a whole. This kind of civilization structure is gradually formed by the systematic construction of practice on the basis of the traditional civilization; for the social body, this civilization structure means the formation of a standard social order system. In particular, a standardized social orderization mechanism has been formed, which is generally realized by shaping people's values, thinking patterns and behavior habits, and strengthening them with institutionalized organizational patterns and institutional structures. Modernity, as a modern civilization structure, shows that the traditional social order has disintegrated, and the modern civilization social order must become the alternative choice. Therefore, social organization, as a rising structural factor in modern society, is bound to participate in the construction of modern civil social order. In other words, in the transformation and construction of Chinese society, the social order construction role of social organizations will be more prominent. Therefore, as a carrier of social orderization mechanism, social organization will play a unique role in the construction of social order of modern civilization. From the reality, the development of social organizations is faced with many difficulties, it is urgent to make a systematic theoretical analysis of the reasons. Therefore, the thesis puts the topic of social organization development in the sense of modernity, which aims at clarifying the role orientation, functional category and action characteristics of social organization in the transformation and construction of Chinese society. In order to enhance the consciousness and effectiveness of the practice of social organization development, it is more important to reveal the internal mechanism and realization path of social organization development in Chinese context. Specifically, from the perspective of role orientation, social organizations are the constructors of modernity in the value orientation of modern civilization. At present, China is in the process of transformation with the construction of the social order of modern civilization as its axis. So, social organizations are deeply embedded in it with their unique role of social order construction; from the perspective of the functional category, The recognition of the role of social organization is the precondition of its role function, and the publicity of public spirit and public life make it possible to play its role function. This also determines that the role functions of social organizations will be multidimensional, including order functions in democratic politics, harmonious society, market economy and social security. Social organization follows the general mode and logic of collective action, and its action process is composed of appeal-expression-negotiation-contract-compliance-evaluation and so on. Thus, "role", "identity", "action" and their structural relationship constitute the logical framework of the theory and practice of the development of Chinese social organization under modernity. Among them, the construction of social order of modern civilization is the role orientation of the development of social organization in the value of modernity, publicity is the fundamental reason for the recognition of this role orientation of the development of social organization. Taking part in public life in the form of collective action is a realistic way to realize the role orientation of social organization development. Generally speaking, the development of Chinese social organization is not only a pursuit of value, but also a process of constructing "life practice" of system, culture and society.
