政府绩效评估公众参与实效提升研究

【摘要】：伴随政府绩效评估在各级政府的广泛开展,公众作为评估主体参与绩效评估也日益得到重视。公众作为政府工作最直接的作用对象,对政府工作和行为享有知情权、参与权与监督权,对政府的绩效评价也最有发言权。但由于传统政治思想的影响、现有政府体制的束缚以及公众自身条件的限制等多因素的作用和影响,使得我国当前政府绩效评估的公众参与实效性不高,为保证公众参与的积极性,提高政府绩效评估的科学性、规范性,亟需提升政府评估公众参与的实效性。本文运用管理学、行政学、政治学等学科的基本知识,采用文献分析、比较分析、案例分析相结合的研究方法,在其他学者研究的基础上,对当前政府绩效评估公众参与实效性状况进行了全面研究和探讨。首先,对政府绩效评估公众参与实效相关理论进行了阐述,详细论述了提升政府绩效评估公众参与实效的必要性。其次,对政府绩效评估公众参与实效进行评价,并在此基础上剖析阐明其所存在的问题,进一步分析其公众参与实效低下的原因。通过分析发现当前政府绩效评估公众参与实效主要存在公众参与积极性不足、参与的范围和程度有限以及参与规范性不足等问题。最后,针对政府绩效评估公众参与实效存在的问题有指向性的提出了对策。为改变公众参与实效性不高的现状,亟需提高公众参与政府绩效评估的素质与能力、健全政府绩效评估公众参与的保障机制以及不断提高政府绩效评估公众参与的规范性,进而推进政府绩效评估公众参与走向科学化、规范化与制度化。
[Abstract]:With the extensive development of government performance evaluation at all levels of government, the public as the main body of performance evaluation has been paid more and more attention. As the most direct object of government work, the public has the right to know, participate in and supervise the government's work and behavior, and also has the most say in the performance evaluation of the government. However, due to the influence of the traditional political thought, the restriction of the existing government system and the restriction of the public's own conditions, the effectiveness of the public participation in the current government performance evaluation is not high. In order to ensure the enthusiasm of public participation and improve the scientific and normative evaluation of government performance, it is urgent to improve the effectiveness of government evaluation of public participation. This paper applies the basic knowledge of management, administration, political science and other disciplines, and adopts the research methods of literature analysis, comparative analysis and case analysis, on the basis of other scholars' research. This paper makes a comprehensive study and discussion on the effectiveness of public participation in the current government performance evaluation. Firstly, this paper expounds the relevant theories of the public participation effectiveness of government performance evaluation, and discusses in detail the necessity of improving the public participation effectiveness of government performance evaluation. Secondly, it evaluates the effectiveness of public participation in government performance evaluation, and on this basis, analyzes and clarifies its existing problems, and further analyzes the reasons for the low effectiveness of public participation. Through the analysis, it is found that the effectiveness of public participation in the current government performance evaluation is mainly due to the lack of public participation enthusiasm, the limited scope and degree of participation, and the lack of normative participation. Finally, the paper puts forward some countermeasures to the problems existing in the public participation effectiveness of government performance evaluation. In order to change the actual effect of public participation, it is urgent to improve the quality and ability of public participation in government performance evaluation, improve the guarantee mechanism of public participation in government performance evaluation, and continuously improve the standardization of public participation in government performance evaluation. And then promote the public participation in government performance evaluation to scientific, standardized and institutionalized.
