【摘要】：改革开放以来,随着社会主义市场经济体制的确立,政治体制和社会体制改革的深入推进,计划经济条件下形成的板结化的“总体性”社会逐步瓦解,国家治理结构和治理方略开始发生深刻变革。在此背景下,城乡经济社会生活中涌现出形态各异的社会组织,如基金会、社会团体、民办非企业等,在维护社会稳定、促进社会和谐、推进国家治理、参与社会治理等方面发挥着重要的作用。党的十八届三中全会围绕“创新社会治理体制”、“激发社会组织活力”,从经济、政治、社会、文化、党建等方面就发挥社会组织的作用提出要求。党的十八届四中全会进一步明确提出,“加强社会组织立法,规范和引导各类社会组织健康发展。”这体现了党中央对社会组织在全面深化改革中发挥积极作用的殷切期望,同时也为社会组织发展指明了方向。福建省是中国改革开放的前沿阵地和服务祖国统一大业的前沿平台。福建省的社会组织是扩大对外开放和发展两岸关系的一支不可多得的重要力量。因此,系统分析新时期福建省社会组织发展的历史阶段、存在的主要问题、面临的机遇优势,积极借鉴发达地区社会组织发展的相关经验,进一步探索福建省社会组织的发展方向和实践规律,具有重要的理论意义和现实意义。社会组织的发展离不开科学理论的指导。按照马克思主义经典作家关于国家与社会互动关系的理论,社会组织的发展符合人类社会发展的前进方向;社会组织是推进社会进步、促进社会和谐的重要力量,这为福建省社会组织发展奠定了坚实的理论基础,指明了前进的方向。中国共产党历届领导集体对社会组织发展问题的理论和实践探索,为福建省社会组织发展提供了科学的理论指南,积累了宝贵的实践经验。除此之外,西方市民社会理论、第三部门理论、社会治理理论,为研究福建省社会组织发展问题提供了有益的理论借鉴。福建省社会组织如何发展,既要遵循社会组织发展的一般规律,又要根据福建省经济社会发展的具体实际,体现福建省社会组织发展的特殊性。当前,福建省社会组织存在发展滞后、行政依赖严重、志愿失灵、政策法规不健全、监督机制不完善、内部治理结构不科学、专业人才缺乏等发展局限。同时,也具有得天独厚的文化优势、对台优势、侨乡优势、经济优势。如何趋利避害,在比较中赢得发展思路、在发展中趟出一条符合福建省情的社会组织发展新路,是一项重要的历史任务。围绕这一目标,在充分借鉴广东、台湾社会组织发展经验的基础上,本文从科学定位社会组织与党和政府的关系、明确社会组织在社会发展中的功能定位、加强社会组织中党的建设等三个层面,框定福建省社会组织发展的总体战略;从加快福建省社会组织管理体制改革、健全政府向社会组织购买公共服务制度、完善社会组织内部治理机制、建立健全社会组织社会监督体系、构建闽台社会组织合作交流长效机制等方面,提出具体的实践方略,以期在全面深化改革的时代背景下,为福建省社会组织发展提供理论支撑和实践支持。

In this context, the economic and social life of urban and rural areas emerged. Social organizations with different forms, such as foundations, social groups and private non enterprises, play an important role in maintaining social stability, promoting social harmony, promoting national governance and participating in social governance. In the third Plenary Session of the 18th CPC Central Committee, the party revolves around "innovative social governance system" and "stimulates the vitality of social organizations", from economy and politics. In the fourth Plenary Session of the 18th CPC Central Committee, the party further explicitly proposed that "strengthen the legislation of social organizations, standardize and guide the healthy development of all kinds of social organizations." this embodies the great expectation of the Party Central Committee to play an active role in the comprehensive deepening of the reform of the social organization. The Fujian province is the frontier of China's reform and opening up and the leading platform for serving the reunification of the motherland. The social organization of Fujian province is an important and important force to expand the opening and development of the relations between the two sides of the Straits. Therefore, the historical order of the development of the social organization of Fujian in the new period is systematically analyzed. It has important theoretical and practical significance to further explore the development direction and practical law of the social organization of Fujian province. The development of social organization can not be separated from the guidance of scientific theory. According to the classic Marx doctrine, the development of social organization can not be separated from the development of social organization. The theory of the interaction between the state and the society, the development of the social organization conforms to the direction of the development of the human society; the social organization is an important force for promoting social progress and promoting social harmony. This has laid a solid theoretical foundation for the development of the social organization of Fujian province and pointed out the direction of advance. The theoretical and practical exploration of the development of social organization has provided scientific theoretical guide for the development of social organization in Fujian Province, and accumulated valuable practical experience. Besides, the western civil society theory, the third sector theory and the social governance theory provide useful theoretical reference for the study of the social organization development in Fujian Province. Fujian The development of the provincial social organization should not only follow the general law of social organization development, but also reflect the particularity of the development of the social organization in Fujian Province, according to the concrete reality of the economic and social development of Fujian province. At present, the social organization of Fujian is lagging behind, the administrative dependence is serious, the voluntary failure, the policies and regulations are not perfect, and the supervision mechanism is imperfect, The internal governance structure is unscientific, the lack of professional talents and other development limitations. At the same time, it also has a unique cultural advantage, advantage of the Taiwan, the advantage of overseas Chinese and economic advantage. How to gain the development ideas in comparison and gain a new way to develop a social organization which is in line with Fujian province. It is an important historical task. On the basis of full reference to the development experience of Guangdong and Taiwan social organizations, this article is based on the scientific orientation of the relationship between the social organization and the party and the government, the functional orientation of the social organization in the social development, the strengthening of the construction of the party in the social organization, and the overall strategy of the development of the social organization in Fujian Province, and the acceleration of the development of the social organization in Fujian province. The reform of the management system of the social organization in Fujian Province, perfect the government to buy the public service system to the social organization, perfect the internal governance mechanism of the social organization, establish and perfect the social organization and social supervision system, build the long-term mechanism of the cooperation and exchange of the social organization of Fujian and Taiwan, and put forward the concrete practice strategy in order to deepen the comprehensive reform in the back of the times.
