政府协调市场运行与发展职责的法治化路径

【摘要】："放、管、服"职责是指政府从"简政放权"、"宏观、微观调控"、"优化公共服务"三个方面协调市场运行与发展。"放、管、服''职责依据"市场调节理论"、"市场缺陷理论"、"政府失灵理论"和"政治正义理论"而设定,政府履行该项职责,有利于推动市场经济健康运行和平稳发展,实现正义价值。实践证明,"放、管、服"职责有助于厘清政府、市场界限,更好地发挥政府之手对市场的正面作用。"放、管、服"职责是政府引领、适应经济新常态的必然选择,党和政府应当排除阻碍、突破藩篱,运用法治思维、法治方式,推行"放、管、服"改革,尽快、尽早地确立"放、管、服"职责体系,使之造福于市场经济和人民群众。

The party and government should remove obstacles, break through barriers, apply the thinking of the rule of law, rule by law, and carry out the reform of "release, manage, and serve" as soon as possible.
