政府危机决策的信息联动机制研究

【摘要】：本论文通过收集国内外关于政府危机决策、公共危机信息管理、政府危机决策机制等相关主题的文献资料,了解国内外政府危机信息管理的研究现状并作出总结分析,得出危机决策中的信息机制的研究尚不完全,信息联动机制的研究还不全面的结论。对危机信息管理机制较为完善的美国与日本两国关于完善危机信息联动机制展开的实践进行入手研究,分析危机决策中信息的重要作用及影响其发挥作用的因素,从危机决策中的信息机理角度,探讨如何构建我国政府危机决策的信息联动机制。通过对政府危机决策的信息管理机制及其优化研究,分析政府危机决策中各个信息机理之间的关系与联系,我们可以分析出,在有许多种信息机理的条件下,政府危机决策会受到这些机理的共同影响。对危机决策的信息联动过程作进一步研究,构建危机信息联动模型,将信息联动系统分为六个子系统并明确各子系统在整个信息联动系统中的作用机制。最后研究如何通过优化组织机构、完善政策法律、提高社会主体的危机应对能力、通过信息系统与技术支持等,完善我国危机决策的信息联动机制,提高多主体、多方式、多层级的政府危机决策能力和水平。
[Abstract]:In this paper, we collect the literature about government crisis decision, public crisis information management, government crisis decision mechanism and so on, understand the research status of government crisis information management at home and abroad, and make a summary and analysis. The conclusion is that the research on information mechanism and information linkage mechanism in crisis decision-making is not complete. This paper begins with the research on the practice of improving the linkage mechanism of crisis information between the United States and Japan, where the crisis information management mechanism is relatively perfect, and analyzes the important role of information in crisis decision-making and the factors that affect its exertion. From the angle of information mechanism in crisis decision making, this paper discusses how to construct the information linkage mechanism of crisis decision making in our country. By studying the information management mechanism of government crisis decision and its optimization, we can analyze the relationship and relation between each information mechanism in government crisis decision making, and we can find out that under the condition of many kinds of information mechanism, Government crisis decisions will be influenced by these mechanisms together. The information linkage process of crisis decision is further studied, and a crisis information linkage model is constructed. The information linkage system is divided into six subsystems and the action mechanism of each subsystem in the whole information linkage system is clarified. Finally, it studies how to perfect the information linkage mechanism of crisis decision making through optimizing the organization, perfecting the policy and law, improving the crisis response ability of the social main body, and perfecting the information linkage mechanism of the crisis decision making in our country through the information system and technical support, so as to improve the multi-agent and multi-way.
