大连市公共行政服务体系建设问题与对策研究

【摘要】：进入21世纪后,服务型政府已经成为中国各级政府管理的新常态。建设服务型政府,是我国行政体制改革的目标,对于我国经济社会发展特别是改善民生具有十分重要的意义。而树立现代行政服务理念、建立和完善公共行政服务体系,已经成为推进服务型政府建设的重要内容和重要举措。构建公共行政服务体系在我国是新生事物,各地都在积极进行探索,积累了许多宝贵的经验。2005年,大连市在全国率先提出建设四级公共行政服务体系,经过十余年的建设与发展,公共行政服务体系初步搭建起来,成为大连市政府深化行政体制改革、实现大连市政府治理现代化的重要手段。由于尚处于实践探索的初级阶段,理论研究仍比较薄弱,在实际工作中还面临着多重困境。本文以服务型政府建设为研究背景,通过对公共行政服务、公共行政服务体系和电子政务的概念进行分析和阐述,以服务型政府理论、政府全面质量管理理论和政府流程再造理论等相关理论为基础,在对大连市四级公共行政服务体系的建设进行充分调研的基础上,全面了解大连市四级公共行政服务体系建设的现状,并进行综合分析和归纳,总结大连市四级公共行政服务体系建设所取得的成效,提出其存在的不足,分析其产生的原因,并结合国内外公共行政服务体系建设的经验,探索性地提出完善大连市四级公共行政服务体系建设的对策建议。
[Abstract]:After entering the 21 st century, service-oriented government has become the new normal of Chinese government management at all levels. Building a service-oriented government is the goal of the reform of our administrative system, which is of great significance to the economic and social development of our country, especially to the improvement of people's livelihood. Setting up the concept of modern administrative service and establishing and perfecting the system of public administration service have become the important contents and measures to promote the construction of service-oriented government. The construction of public administration service system is a new thing in our country, and various places are actively exploring and accumulating a lot of valuable experience. In 2005, Dalian took the lead in putting forward the construction of a four-level public administration service system in the whole country. After more than ten years of construction and development, the public administration service system has been initially set up, which has become an important means for Dalian government to deepen the reform of administrative system and realize the modernization of Dalian municipal administration. Since it is still in the primary stage of practical exploration, the theoretical research is still weak, and it still faces many difficulties in practical work. Based on the research background of service-oriented government, this paper analyzes and expounds the concepts of public administration service, public administrative service system and e-government, and uses the theory of service-oriented government. On the basis of the theory of government total quality management and the theory of government process reengineering, and on the basis of full investigation of the construction of public administration service system at four levels in Dalian, Comprehensively understand the current situation of the construction of the four-level public administration service system in Dalian, and conduct comprehensive analysis and induction, sum up the achievements made in the construction of the four-level public administration service system in Dalian, put forward its shortcomings, and analyze the reasons for its emergence. Combined with the experience of the construction of the public administration service system at home and abroad, the author puts forward the countermeasures and suggestions to perfect the construction of the public administration service system of the four levels in Dalian.
