我国城乡一体化进程中基本公共服务均等化问题研究

【摘要】：当前,我国正处在逐步破除城乡二元结构,向城乡一体化迈进的历史进程中。基本公共服务均等化不仅是城乡一体化的重要表现,也是实现城乡一体化的关键环节。因此,对我国城乡公共服务均等化中存在的问题、原因进行分析,进而提出对策,有着很强的理论和现实意义。丰富城乡一体化理论体系,为现实工作提供一定的理论指导,是本研究的目的所在。文献分析法和数据分析法是本研究采用的主要研究方法。本研究围绕我国城乡基本公共服务均等化问题展开,将研究重点放在城乡公共服务制度的发展史、城乡基本公共服务发展不均的现状和原因,以及推进城乡基本公共服务均等化的意义和对策等三个方面。研究结论包括:一、意义方面:城乡基本公共服务均等化是缩小城乡收入差距的重要手段,是保障农民发展权益的必要举措,也是破解城乡二元结构,带动城乡一体化其他方面的先行措施。二,原因方面:制度因素是城乡基本公布服务供给不均的主要成因,主要表现在六大方面:政府间财权、事权不匹配,转移支付制度不合理,激励机制导向偏差,自上而下的决策机制科学性不足,供给主体单一化效率不高以及管理机制仍不完善。三,对策方面:一是加大财政投入,二是合理调整政府间事权与财权,三是改革转移支付制度,四是完善以基本公共服务均等化为导向的激励机制,五是改革农村公共品供给决策机制,六是建立农村公共品供给多元参与机制,七是建立高效完善的农村公共服务管理机制。
[Abstract]:At present, China is in the process of gradually breaking the two yuan structure of urban and rural areas and moving towards the integration of urban and rural areas. The equalization of basic public services is not only an important manifestation of urban and rural integration, but also a key link to realize the integration of urban and rural areas. Therefore, the problems and reasons for the equalization of urban and rural public services in China are analyzed and then proposed. It has a strong theoretical and practical significance. It is the purpose of this study to enrich the theoretical system of urban and rural integration and provide some theoretical guidance for the practical work. The literature analysis and data analysis are the main research methods used in this study. This study will be carried out around the equalization of urban and rural public services in China and will be studied. It focuses on the development history of urban and rural public service system, the current situation and causes of the uneven development of urban and rural basic public services, and the significance and Countermeasures of promoting the equalization of basic public services in urban and rural areas. The conclusions include: first, the significance is that the equalization of basic public services in urban and rural areas is an important means to reduce the income gap between urban and rural areas. The necessary measures to protect the rights and interests of farmers' development are also the first measures to break the two yuan structure of urban and rural areas and promote the integration of urban and rural areas. Two, the reasons are as follows: institutional factors are the main causes of the uneven supply of services in urban and rural areas, mainly in six aspects: intergovernmental financial power, mismatch of power, unreasonable transfer payment system and incentive The mechanism oriented deviation, the top-down decision-making mechanism is not scientific, the supply body simplification efficiency is not high and the management mechanism is still imperfect. Three, the first is to increase the financial input, the two is the reasonable adjustment of the Intergovernmental power and financial power, the three is the reform of the transfer payment system, and the four is to improve the equalization of basic public services as the guidance. The five is to reform the decision-making mechanism of the supply of rural public goods, the six is to establish a multi participation mechanism for the supply of rural public goods, and the seven is to establish a efficient and perfect management mechanism for rural public services.
