益阳市安化县基层公务员培训需求分析研究

【摘要】:基层公务员在我国行政管理体制中的地位重要,是构成国家行政管理体制的主体,是国家政策的实际执行者,是党和政府联系人民群众的重要纽带,基层公务员的作风、能力与形象都直接影响人民心中党和政府的形象。加强对基层公务员的教育培训是贯彻党中央“全面建成小康社会、全面深化改革、全面依法治国、全面从严治党”战略布局的必经之路,是加快推进治理现代化和依法治国的关键所在,是政府进行现代化转型的必备条件。由于我国经济发展水平尚处于社会主义初级阶段,而安化县作为我国湖南省益阳市下辖区较大的县城经济也不发达,不仅拥有较大的基层公务员人口基数,受经济环境的影响培训是一种较为稀缺的公共资源。为了提高基层公务员培训效率,必须充分利用相对缺少的资源进行更加科学的分配。本文以益阳市安化县基层公务员的培训为背景进行分析,通过查阅文献和网络资料来了解理论知识,采取调研走访等方式了解安化县基层公务员在进行培训过程中确实存在的实际问题。并在此基础上进行深入研究,提出能够在基层具体实施的策略和应对措施,推动安化县基层公务员的培训实践不断向前发展。本文的主要研究内容和贡献如下:首先,论文对基层公务员培训的研究背景和研究意义进行了阐述,收集查阅了大量文献,对国内外相关领域内的研究现状进行了总结,并结合实际情况敲定了本文的研究内容与研究思路;其次,论文对基层公务员的内涵进行了阐述,厘清了公务员、基层公务员、公务员培训的概念,同时从基层公务员教育培训的动机、基层公务员教育培训的机构、基层公务员教育培训的设施、基层公务员教育培训的内容四个方面的内容对基层公务员培训需求进行了界定;最后,论文以湖南省益阳市安化县的基层公务员培训作为研究对象,首先通过访谈的方式确定了基层公务员的培训需求,由此为基础设计了调查问卷,在近几年的培训过程中随机抽取班级进行了发放,并对调研结果进行了分析,基于上述分析,得到了安化县基层公务员教育培训需求方面的现状,并对存在问题及其成因进行了分析,根据问题成因给出了相应的对策建议。
[Abstract]:The basic civil servants play an important role in the administrative system of our country, are the main body of the national administrative management system, are the actual executors of the state policies, are the important ties between the party and the government and the masses of the people, and the style of civil servants at the grass-roots level. Ability and image both directly affect the image of the Party and the government in the hearts of the people. Strengthening the education and training of grass-roots civil servants is the only way to implement the Party Central Committee's strategic layout of "building a well-off society in an all-round way, deepening the reform in an all-round way, governing the country according to law and administering the party strictly". It is the key to accelerate the modernization of governance and rule the country according to law, and is the necessary condition for the government to carry out modernization transformation. Because the economic development level of our country is still in the primary stage of socialism, and Anhua County, as a large county town under the jurisdiction of Yiyang City in Hunan Province, has an underdeveloped economy, and not only has a large population base of grass-roots civil servants, Affected by the economic environment, training is a relatively scarce public resources. In order to improve the training efficiency of grass-roots civil servants, we must make full use of the relative lack of resources for more scientific distribution. Based on the background of the training of civil servants in Anhua County, Yiyang City, this paper analyzes the theoretical knowledge by consulting the literature and network materials. To find out the practical problems existing in the course of training of basic civil servants in Anhua county by means of investigation and visit. On the basis of the research, this paper puts forward the strategies and countermeasures to be implemented at the grass-roots level, which will promote the continuous development of the training practice of civil servants at the grass-roots level in Anhua County. The main research contents and contributions of this paper are as follows: firstly, the research background and significance of grass-roots civil servant training are expounded, a large number of documents are collected and consulted, and the current research situation in related fields at home and abroad is summarized. Combined with the actual situation, this paper finalizes the research content and research ideas. Secondly, the paper expounds the connotation of grass-roots civil servants, clarifies the concept of civil servants, grass-roots civil servants, civil servants training. At the same time, it defines the training needs of grass-roots civil servants from four aspects: the motivation of grass-roots civil servants' education and training, the institutions of grass-roots civil servants' education and training, the facilities of grass-roots civil servants' education and training, and the contents of grass-roots civil servants' education and training. Finally, the paper takes the training of grass-roots civil servants in Anhua County, Yiyang City, Hunan Province as the research object. Firstly, it determines the training needs of grass-roots civil servants through interviews, and designs a questionnaire based on this. In the course of training in recent years, randomly selected classes were distributed, and the results of investigation were analyzed. Based on the above analysis, the current situation of education and training needs of grass-roots civil servants in Anhua County was obtained. The existing problems and their causes are analyzed, and the corresponding countermeasures and suggestions are given according to the causes of the problems.
