石狮市人民防空工程使用中突发事件应急管理研究

【摘要】：人民防空工程包括以实现战争时期人防专业队员与物资防护、指挥人民防空战争、进行医疗救护为目的而单独修建的地下防护设施和结合普通民用建筑建设的供普通城市居民防御空袭的地下室。在和平时期,人民防空工程作为我国最重要的地下设施,除了用作地下停车场、重要的物资储备库以及地下商场外,可以开发出更为广泛的用途,构建各种人民防空地下综合体,有效提高城市的综合管理能力。当今世界整体局势趋于和平,人民防空工程作为战时防空袭作战的重要手段,没有像战争时期一样受到重视,对于人民防空工程中在平时使用、管理过程中发生的紧急突发事件如火灾、塌方、意外停电等事件,如何进行应急管理的研究,还缺乏相应的研究。本文应用现代应急管理4R理论,从预防、准备、响应、恢复四个阶段,分析石狮市人民防空工程的应急管理现状,发现由于利益主体多样、工程主体结构特殊、人民防空地位边缘化、缺乏应对突发事件的经验、管理者危机意识不强等原因,造成了石狮市人民防空工程在四个阶段存在的各种问题。通过参考借鉴国内外的应对自然灾害、传染病、恐怖袭击等问题以及相关的工程紧急突发事件的应急管理模式,对石狮市人民防空工程使用中的突发事件应急管理体系建设提出制定预案、危险源识别、突发事件等级划分、物资人员储备、引入社会力量参与,在突发事件发生后实施救援、在应急行动结束后进行社会秩序恢复和审计总结工作等完善措施。
[Abstract]:Civil air defense works include the realization of civil air defense personnel and material protection in times of war, and the command of civil air defense wars. A separate underground protective facility built for medical rescue and a basement for ordinary urban residents to defend against air strikes combined with ordinary civil buildings. In peacetime, civil air defense works, as the most important underground facilities in our country, can be used for a wider range of purposes, in addition to being used as underground parking lots, important stores and underground shopping malls. Build various civil air defense underground complex, effectively improve the comprehensive management ability of the city. Nowadays, the overall situation in the world tends to be peaceful. As an important means of preventing air raids in wartime, civil air defense works have not received the same attention as during wars. For civil air defense works, they are used in peacetime. In the process of management, there is a lack of research on emergency management, such as fire, collapse, accidental blackout and so on. Based on the 4R theory of modern emergency management, this paper analyzes the present situation of emergency management in Shishi civil air defense engineering from the four stages of prevention, preparation, response and recovery. It is found that the main structure of the project is special because of the diversity of the main body of interest. Because of the marginalization of civil air defense status, the lack of experience in dealing with emergencies and the lack of crisis consciousness of managers, there are various problems existing in the four stages of the civil air defense project in Shishi City. By referring to the problems of natural disasters, infectious diseases and terrorist attacks at home and abroad, as well as the emergency management models of engineering emergencies, For the construction of emergency management system in the use of civil air defense works in Shishi City, the authors put forward the following proposals: making a plan for emergency management, identifying dangerous sources, classifying emergency events, reserving material personnel, introducing social forces to participate, and carrying out rescue after an unexpected event occurs.
