服务型政府视角下的济南市政府门户网站建设研究

【摘要】：互联网信息时代,如何为社会和公众提供丰富、便捷、实用的公共服务,是服务型政府建设的重要内容。电子政务作为强化政府公共服务职能、改进政府管理的重要手段和行为方式,其条件亦发生了深刻变革：信息产业浪潮风起云涌,网络速度不断提升,移动互联随处可见,云计算、大数据等各种新技术不断涌现并改变和影响着人们的生活和思维方式。在此大趋势下,作为电子政务建设风向标的政府门户网站,极大地改变和创新了政府的管理手段,越来越成为一级政府进行政务公开、网上服务和政民互动的重要窗口和平台,乃至服务型政府建设的一条可行性途径。政府门户网站作为电子政务建设的重要载体和龙头工程,是政府进行政务公开、提供在线服务和进行政民互动的重要窗口和统一平台。加强政府门户网站建设,提升网站的公共服务水平,是电子政务建设的必然要求,也是服务型政府建设的重要途径。国内外诸多学者对服务型政府和政府网站建设都有了一些专门研究并取得理论成果,然而大多集中在技术或较理论的层面,对于近年来地市级门户发展中遇到的机制困境涉及有限；同时具体到济南本地,对于如何建设好政府门户网站,相关研究更为单薄,仍有一些问题需要进一步厘清,进行有针对性的研究。本研究基于服务型政府建设的视角,结合新公共管理理论,进行相关的理论分析和实务探讨,对济南市政府门户网站在建设、管理和运维过程中遇到的问题进行分析,并找出解决问题的方法和思路,从而为建设人民满意的网上政府奠定一定的理论基础。同时,本研究对于其他地市级政府门户网站如何解决机制上的瓶颈问题,贯彻执行国办发[2014]57号文,加强政府门户网站信息内容建设,进一步做好政府门户网站内容的提升也都具有一定的借鉴意义。本文的研究构架大体分为以下几个部分：第一章为绪论。主要介绍本文研究的问题、研究背景、意义、提出研究方法和可能的创新点。第二章为服务型政府与政府门户网站的一般理论框架。主要对服务型政府建设、电子政务、政府网站及政府门户网站等相关重要概念进行理论分析。第三章介绍济南市政府门户网站的建设现状,探究网站在建设过程中遇到的具体问题。第四章探讨济南市政府门户网站存在问题的成因,有理念方面的问题,也有机制方面的困惑,还有现实技术问题的阻碍。第五章针对济南市政府门户网站的发展现状和困惑,提出了几方面具有可操作性的对策。既有规划层面,也有实务层面。
[Abstract]:In the Internet information age, how to provide rich, convenient and practical public services for the society and the public is an important content of the construction of service-oriented government. E-government, as an important means and behavior way to strengthen government public service function and improve government management, has also undergone profound changes: the tide of information industry is surging, the speed of network is increasing, and mobile interconnection can be seen everywhere. Cloud computing, big data and other new technologies continue to emerge and change and affect people's life and way of thinking. Under this general trend, the government portal, which is the vane of e-government construction, has greatly changed and innovated the management means of the government, and has become an important window and platform for the government to make government affairs public, online service and the interaction between the government and the people. Even service-oriented government construction is a feasible way. As an important carrier and leading project in the construction of E-government, the government portal is an important window and a unified platform for the government to make government affairs public, to provide online services and to interact with the people. Strengthening the construction of the government portal website and improving the public service level of the website are the inevitable requirements of the construction of e-government and an important way to construct the service-oriented government. Many scholars at home and abroad have made some special research on the construction of service-oriented government and government websites, but most of them focus on the technical or theoretical aspects. In recent years, the mechanism difficulties encountered in the development of municipal portals are limited; at the same time, specific to Jinan local, for how to build a good government portal, the relevant research is more thin, there are still some problems need to be further clarified. To carry out targeted research. This research is based on the perspective of service-oriented government construction, combined with the new public management theory, carries on the related theoretical analysis and the practical discussion, carries on the analysis to the Jinan municipal government portal website in the construction, the management and the operation and maintenance process encountered question. And find out the method and train of thought to solve the problem, thus lay a certain theoretical foundation for the construction of the people's satisfied online government. At the same time, for other municipal government portals, how to solve the bottleneck problems in the mechanism, the implementation of the State Office issued [2014] 57 text, strengthen the construction of government portal information content, To further improve the content of government portals also has a certain reference significance. The research framework of this paper is divided into the following parts: the first chapter is the introduction. This paper mainly introduces the research problems, research background, significance, research methods and possible innovations. The second chapter is the general theoretical framework of service-oriented government and government portals. This paper mainly analyzes the important concepts of service-oriented government construction, e-government, government website and government portal. The third chapter introduces the current situation of the construction of Jinan municipal government portal website, and explores the concrete problems encountered in the construction process of the website. The fourth chapter discusses the causes of the problems of Jinan municipal government portal website, the concept of the problems, but also the confusion of the mechanism, and the obstacles of practical technical problems. The fifth chapter puts forward some operable countermeasures in view of the present situation and puzzlement of Jinan municipal government portal website. Both the planning level and the practical level.
