非营利性组织参与公共文化服务供给的效能困境及其改善策略研究

【摘要】：在我国经济发展进入新常态、特色社会主义文化建设进入全面发展期间,文化对国家稳增长、促革新、调结构等方面的作用将越发显著。然则,在公共文化服务供给领域内,存在政府供给能力的局限性和市场失灵的现象,我国社会对公共文化的需求与现有的政府供给能力之间不协调,而公共文化服务供给能力与经济新常态下发展需要必须处于同步状态。在此背景之下,就需要非营利性组织来担当这一任务。非营利性组织参与公共文化服务供给,对于提高当前公共文化服务有关的供给水平和质量具有重大意义。基于公共文化服务理论、非营利性组织理论、人力资源理论,对非营利性组织与公共文化服务供给之间的关联展开探讨。经过对我国国情和国内外相干范畴内的成功案例的剖析,全方位了解我国非营利性组织参与公共文化服务供给的近况。通过对非营利性组织的服务结构、活动经费筹集、文化资源配置能力有了进一步的认知,了解到我国非营利性组织参与公共文化服务供给进程中面临的效能困境,是由外部环境和自身建设情况共同作用下的结果。基于此,在自身能力范围内提出了有关改善我国非营利性组织在参与公共文化服务供给上的效能的改善策略。认为需要从多角度出发解决非营利性组织参与公共文化服务供给上的系列困难:一方面,从政府体制改革和职能转变、法律法规和战略政策的支持及保障出发。需加大对非营利性组织的关注力度,引导、扶持以及督促治理规范制定;厘清行政部门与非营利性组织的之间的职能范畴差异,营造良好的发展环境,激发非营利性组织参与公共文化服务供给的潜力。另一方面,从非营利性组织身上找“病因”,非营利性组织本身要对症下药,有针对性的提升能力,与时俱进,改革创新。
[Abstract]:In the period of economic development entering the new normal and the construction of characteristic socialism culture entering an all-round development, culture will play a more and more important role in stabilizing the national growth, promoting innovation and adjusting the structure. However, in the field of public cultural service supply, there exists the limitation of the government's supply capacity and the phenomenon of market failure. The demand for public culture in our society is not in harmony with the existing government's supply capacity. The supply capacity of public cultural services must be in sync with the development needs of the new normal state of economy. In this context, non-profit organizations are required to undertake this task. The participation of non-profit organizations in the provision of public cultural services is of great significance for improving the level and quality of public cultural services at present. Based on the theory of public cultural service, the theory of non-profit organization and the theory of human resources, the relationship between non-profit organization and public cultural service supply is discussed. Through the analysis of the situation of our country and the successful cases in the relevant field at home and abroad, we can fully understand the recent situation of non-profit organizations participating in the provision of public cultural services in China. Through a further understanding of the service structure of non-profit organizations, the raising of funds for activities, and the ability to allocate cultural resources, we can see the effectiveness dilemma faced by our non-profit organizations in the process of providing public cultural services. Is by the external environment and self-construction under the joint action of the results. Based on this, this paper puts forward some strategies to improve the efficiency of non-profit organizations in participating in the provision of public cultural services. It is considered that it is necessary to solve the series of difficulties of non-profit organizations in the supply of public cultural services from various angles: on the one hand, from the reform of government system and the transformation of functions, and from the support and guarantee of laws, regulations and strategic policies. It is necessary to pay more attention to non-profit organizations, guide, support and urge the establishment of governance norms, clarify the differences in functional categories between administrative departments and non-profit organizations, and create a good development environment. Stimulate the potential of non-profit organizations to participate in the provision of public cultural services. On the other hand, looking for "etiology" from non-profit organizations, non-profit organizations themselves should give the right medicine to improve their ability, keep pace with the times, and reform and innovation.
