大连金州新区街道办事处公务员激励现状调查研究

【摘要】:街道办事处作为我国城市基层政府的派出机构,有着不同于乡镇一级政府及政府机关的职能及特点。街道办事处一方面承接上级各部门的各项工作任务,一方面面对素质相对较高、要求也相对较高的辖区居民,是政府与居民之间的链接纽带。街道办事处公务员作为街道办事处的主体,一方面承担着部门职能任务的完成,一方面直接接触群众、服务群众,代表着政府机关的形象。因此,街道办事处公务员的工作热情及工作积极性至关重要。金普新区作为国家在东北地区设立的第一个国家级新区,承担着“一地一极三区两中心”的战略目标。金州新区作为金普新区的重要组成部分,承担着更重的使命和任务。在新区规划建设之初,对金州新区街道办事处公务员的激励现状进行调查研究有利于完善公务员激励机制,具有重要的理论意义和现实意义。本论文通过调查问卷、访谈等形式调查了解金州新区不同街道、不同背景资料的公务员在激励现状及工作满意度上存在的差异。通过调查研究发现,金州新区街道办事处公务员在工作满意度上处于一般水平,对工作成就感、社会地位等激励要素在总体上比较满意,而对工资福利、培训、奖惩等制度满意度感较低。金州新区街道办事处公务员激励在激励理念、激励制度、激励方式方面还存在一定的问题,结合新区发展实际,针对存在的问题提出相应的解决措施。对现有激励机制进行补充和完善,从而提高金州新区街道办事处公务员工作效率及积极性,激发出新区街道办事处公务员工作热情,为金普新区大开发大发展大建设献力。
[Abstract]:As the dispatch agency of the urban grass-roots government, the sub-district office has different functions and characteristics from the township level government and the government organ. On the one hand, the sub-district office undertakes the various tasks of the superior departments, on the other hand, it faces the relatively high quality and requirements of the residents of the district, which is the link between the government and the residents. As the main body of the subdistrict office, the civil servant of the subdistrict office, on the one hand, undertakes the completion of the functional tasks of the department, on the other hand, directly contacts the masses, serves the masses, and represents the image of the government organ. Therefore, the street office civil servants work enthusiasm and enthusiasm is essential. As the first national new district in Northeast China, Jinpu New area undertakes the strategic goal of "one place, one pole, three regions and two centers". As an important part of Jinpu New District, Jinzhou New District undertakes more important mission and task. At the beginning of the planning and construction of the new district, the investigation and research on the current situation of civil servants' incentive in Jinzhou New District Subdistrict Office is conducive to perfecting the incentive mechanism of civil servants, which has important theoretical and practical significance. Through questionnaire, interview and other forms, this paper investigates the differences in incentive status and job satisfaction of civil servants in different streets and different backgrounds in Jinzhou New District. Through investigation and research, it is found that civil servants in Jinzhou New District Sub-district Office are generally satisfied with job satisfaction, job achievement, social status and other incentive factors, while they are relatively satisfied with wages, benefits, training, etc. The satisfaction of reward and punishment system is low. There are still some problems in the incentive concept, incentive system and incentive way for civil servants in Jinzhou New District Sub-district Office. Combined with the actual development of the new district, the paper puts forward corresponding measures to solve the existing problems. The existing incentive mechanism is supplemented and perfected to improve the efficiency and enthusiasm of civil servants in Jinzhou New District Subdistrict Office, to stimulate the enthusiasm of civil servants in the New District Subdistrict Office, and to contribute to the great development of Jinpu New District.
