黄岛新区城乡社会保障统筹发展问题研究

【摘要】：党的十八大提出全面建成覆盖城乡居民的社会保障体系,重申到2020年基本建立覆盖城乡居民社会保障体系作为构建社会主义和谐社会的重要目标。当前,城乡二元结构体制导致我国社会保障制度在城乡之间差距明显,要改变这一现状,就要加快农村社会保障的建设,促进城乡社会保障的统筹发展。青岛市积极响应党中央的号召,开展城乡社会保障统筹发展工作,并取得了阶段性的成果,黄岛新区作为青岛市的重点开发区和国家级新区,其经济社会加速发展,城镇化进程加快,给城乡社会保障统筹发展带来机遇的同时也带来挑战。这主要表现在二元结构体制的阻碍、相对有限的公共财政投入、传统文化观念的消极影响等方面。黄岛新区应当立足自身的经济社会发展水平和人们实际需求,以实现城乡社会保障一体化为目标,借鉴国内典型地区的成功经验,在坚持公平为主、兼顾效率,政府主导、自上而下,与工业化、城镇化协同推进,先行先试、主动创新原则的同时,加强新区制度设计;完善新区政策法规,确立城乡社会保障统筹的法律基础;加大新区财政投入力度,构建多元化资金筹集机制;强化政府主导,健全管理体制;加强宣传教育,提高农村居民参保意识。以期黄岛新区更快更好地建立覆盖城乡居民的社会保障体系,对全国进一步推进城乡社会保障的一体化提供借鉴。
[Abstract]:The 18th National Congress of the Communist Party of China proposed the establishment of a comprehensive social security system covering urban and rural residents, and reiterated that the basic establishment of the social security system covering urban and rural residents by 2020 is an important goal of building a harmonious socialist society. At present, the urban-rural dual structure system leads to the obvious gap between urban and rural social security system. In order to change this situation, it is necessary to accelerate the construction of rural social security and promote the overall development of urban and rural social security. Qingdao has responded positively to the call of the Party Central Committee to carry out the overall development of urban and rural social security, and has achieved periodic results. As a key development zone and a state-level new district in Qingdao, the Huangdao New District has accelerated its economic and social development. The acceleration of urbanization brings both opportunities and challenges to the overall development of urban and rural social security. This is mainly reflected in the obstruction of the dual structure system, the relatively limited public financial investment and the negative influence of the traditional cultural concept. Huangdao New area should be based on its own level of economic and social development and people's actual needs, in order to realize the integration of urban and rural social security as the goal, learn from the successful experience of typical areas in China, adhere to the principle of fairness, give consideration to efficiency, the government is leading. At the same time, we should strengthen the system design of the new district, perfect the policies and regulations of the new district, and establish the legal basis of the overall planning of urban and rural social security. We should increase the financial input of the new district, build a diversified fund raising mechanism, strengthen the government leading, perfect the management system, strengthen the propaganda and education, and raise the awareness of rural residents to participate in the insurance. It is hoped that the new district of Huangdao will set up a social security system covering urban and rural residents more quickly and better, and provide a reference for the whole country to further promote the integration of urban and rural social security.
