公共政策制定中的公民“微”网络参与问题研究

【摘要】：二十世纪八十年代以来,随着改革开放步伐的加快,国与国之间,地区和日益密切接触。正义和民主己经成为思想界的主旋律,更有国家公众的注意力开始聚焦,民众自发地通过各种方式参与政府公共政策制定。在微博和微信构成的“微”网络平台,由于互联网技术的飞速发展,不同于其他网络载体的优势,被迅速接受和公众传播,不断扩大,从而对公共生活的许多方面都产生了不容忽视的影响。在信息更加透明、行政更加公开的现如今,微博和微信这两个“微”网络运营商,因为快速流动的优势,信息丰富的特点,在中国的政治生态中受到越来越多的公众关注。由于互联网所赋予“微”网络的这些特性,让它成为公民大众参与公共事务的一个越来越重要的渠道选择,尤其是在公共政策的制定这一领域。“微”网络的发展与流行,让公民“微”网络参与政府部门公共政策制定这一过程成为一种全新的模式,这种模式在信息传递上不受时间和空间的束缚与限制。与常规的参与方式,如信访、参加各级人民代表选举、参加听证会、参加各种利益团体等不一样,“微”网络为公民提供一种更为直接而有效的渠道。公民意志在具体公共政策中得以体现在某种程度上是得益于公共政策制定过程中公民的“微”网络参与,同时,公民的“微”网络参与也将公共政策制定的合理化与合法化提升到一个心的高度。但我们还是得明确,公民“微”网络参与这样新型的参与方式在我国还处在一个年轻的发展阶段,所以就算其为公民网络参与公民政策制定创造起一个更为坚实的平台,可终究还是会产生一些消极影响。所以,基于我国的具体情况,现状的深入分析,对我国公共政策中公民“微”网络参与的现状分析”,并积极引导和促进公民“微”网络参与的过程中,公共政策的制定,必将对中国的政治民主化不断产生深远的影响加深。
[Abstract]:Since 1980's, with the quickening of reform and opening up, countries have been in close contact with each other. Justice and democracy have become the main theme of the ideological circle, more national public attention began to focus, the people spontaneously participate in various ways to make government public policy. The "micro-" network platform composed of Weibo and WeChat, because of the rapid development of Internet technology, which is different from the advantages of other network carriers, has been quickly accepted and spread by the public. As a result, many aspects of public life have had an impact that can not be ignored. Now that information is more transparent and administration is more open, Weibo and WeChat, two "micro" network operators, have attracted more and more public attention in China's political ecology because of the advantages of rapid flow and rich information. Because of these characteristics of the "micro" network, the Internet has made it an increasingly important channel for citizens to participate in public affairs, especially in the field of public policy making. With the development and popularity of "micro" network, it is a new mode for citizen "micro" network to participate in the process of government public policy making, which is not restricted and restricted by time and space in information transmission. Unlike conventional forms of participation, such as letters and visits, elections for people's representatives at all levels, hearings, and participation in various interest groups, the "micro" network provides a more direct and effective channel for citizens. Civic will is reflected in specific public policies to some extent because of the participation of citizens in the process of making public policies, and at the same time, Citizen's participation in micro-network also raises the rationalization and legalization of public policy making to a high level. But we still have to make it clear that this new form of citizen participation is still at a young stage of development in China, so even if it creates a more solid platform for citizen network participation in citizen policy making, But after all, there will be some negative effects. Therefore, based on the concrete situation of our country, the in-depth analysis of the present situation, the analysis of the present situation of citizen's "micro" network participation in our public policy, and the active guidance and promotion of citizen's "micro" network participation, the public policy making, Will continue to have a profound impact on China's political democratization.
