大数据背景下的城市管理模式创新研究

【摘要】：当前,我国正处于城镇化、工业化和信息化飞速发展的重要阶段。城市数量的增加和大、中城市的扩大为政府管理带来了越来越多的挑战。近年来,大数据技术蓬勃发展,为经济社会发展的各个环节带来新的机遇,传统产业、传统模式的转型、变革都悄然发生。如何将大数据技术和思维运用到城市管理当中,破解城市管理困境,是我们当前面临的重大课题。本文首先对大数据的发展、我国城市管理模式以及世界部分国家大数据的发展应用等进行了解读,从我国城市设置、历史沿革等源头出发分析了我国城市管理模式存在的问题,以及在大数据背景下所面临的电子政务发展、智慧城市试点等机遇和数据开放共享困难、数据质量低下、数据安全及隐私保护等挑战,在借鉴国外先进做法的基础上,论文指出应从健全法律、制度角度首先保障大数据方式的工作推广和隐私安全保护,充分收集大数据信息、标准化管理建立起可用的城市基础大数据平台,论文从创新城市管理决策、日常管理、应急响应等角度初步阐述了大数据背景下我国城市管理模式创新的方向,并从打造服务型政府角度出发提出了政府提供“一站式”服务的可行办法。
[Abstract]:At present, China is in an important stage of rapid development of urbanization, industrialization and informationization. The increase of the number of cities and the expansion of medium-sized cities have brought more and more challenges to government management. How to apply big data technology and thinking to urban management and solve the dilemma of urban management is an important issue we are facing at present. Firstly, this paper interprets the development of big data, the mode of urban management in China and the development and application of big data in some countries in the world. Starting from the origin of history, this paper analyzes the problems existing in the urban management mode of our country, as well as the opportunities and challenges faced by the development of e-government under the background of large data, the pilot project of smart cities and the difficulties of data opening and sharing, the low quality of data, the data security and privacy protection. On the basis of drawing on the advanced practices of foreign countries, the paper points out that the government should take measures to solve these problems. From the angle of perfecting the law and system, this paper first guarantees the work popularization and privacy protection of the big data mode, fully collects the big data information, standardizes the management and establishes the available big data platform of the city foundation. From the point of view of creating service-oriented government, this paper puts forward the feasible way for the government to provide "one-stop" service.
