天津“一站式”通关服务中心发展现状与对策研究

【摘要】:中国行政体制改革随着三十多年的改革开放进程在不断深化。“一站式”行政服务中心在这个过程中从借鉴经验到建立再到普及,成为了我国行政体制改革的一个里程碑事件。自1999年第一个“一站式”行政服务中心在中国诞生以来,“一站式”服务在行政审批制度改革、提升政府服务质量和水平方面取得了许多成绩。“一站式”行政服务中心的建立符合建设服务型政府的需要,它今后的改革和发展更关系着中国行政体制改革的继续深化与推进。天津国际贸易与航运服务中心作为口岸通关服务领域的一种特殊的“一站式”行政审批服务中心,在天津海港口岸的开发开放和大口岸通关服务体系的建设中发挥着重要作用。本论文通过对天津国际贸易与航运服务中心运行过程中逐渐暴露出的问题进行细致的梳理和研究,希望着力找到这些阻碍航运服务中心持续健康发展问题的原因,并给出解决对策,为今后航运服务中心的创新发展和转型升级提供决策参考。本论文由五个部分组成。绪论部分介绍了本文的选题背景、研究的理论意义和现实意义、国内外的研究综述、本文的研究方法、研究内容、研究创新点和不足等方面内容。第二部分围绕新公共服务理论以及服务型政府理论两个理论基础展开,介绍了我国“一站式”行政服务中心串联和并联两种逻辑模式,论述了我国“一站式”行政服务中心的发展历程。第三部分介绍了天津国际贸易与航运服务中心的设立背景和实现的主要功能,即政府服务功能、国际贸易和市场运营功能、社会监督功能、信息集散功能和人才交流功能。第四部分论述了天津国际贸易与航运服务中心在提供“一站式”通关服务过程中逐渐暴露出的问题及造成这些问题的原因,主要包括:法律定位不够准确,双重管理情况突出导致职能难以行使,运行机制不完善和“网络一站式”服务及海关区域通关一体化造成的审批业务量萎缩严重。第五部分重点针对问题提出发展对策,即明确法律定位和职能范围、完善航运服务中心运行机制、完善和拓展服务功能应对业务量萎缩。
[Abstract]:The reform of China's administrative system is deepening with more than 30 years of reform and opening up. In this process, "one-stop" administrative service center has become a milestone event in the reform of administrative system in our country, from learning experience to establishing and popularizing. Since the birth of the first "one-stop" administrative service center in China in 1999, the "one-stop" service has made many achievements in the reform of the administrative examination and approval system and the improvement of the quality and level of government service. The establishment of "one-stop" administrative service center accords with the need of building service-oriented government, and its future reform and development is more related to the deepening and promotion of China's administrative system reform. As a special "one-stop" administrative examination and approval service center in the field of port customs service, Tianjin International Trade and Shipping Service Center plays an important role in the development and opening of Tianjin seaport and the construction of customs clearance service system at large ports. Through the detailed analysis and research on the problems gradually exposed in the operation of Tianjin International Trade and Shipping Service Center, this paper hopes to find out the reasons that hinder the sustainable and healthy development of the shipping service center. The countermeasures are given to provide decision-making reference for the innovation, development and transformation of shipping service center in the future. This thesis consists of five parts. The introduction part introduces the background of this paper, the theoretical and practical significance of the research, the domestic and foreign research review, the research methods, the research content, the research innovation point and the insufficiency and so on. The second part focuses on the theory of new public service and the theory of service-oriented government, and introduces two logical modes of "one-stop" administrative service center in series and parallel. This paper discusses the development course of one-stop administrative service center in China. The third part introduces the background of the establishment of Tianjin International Trade and Shipping Service Center and its main functions, including government service, international trade and market operation, social supervision, information collection and distribution and talent exchange. The fourth part discusses the problems gradually exposed by Tianjin International Trade and Shipping Service Center in the process of providing "one-stop" customs clearance service and the causes of these problems, including: the legal positioning is not accurate enough. The dual management makes it difficult to carry out the functions, the operation mechanism is not perfect, and the "network one-stop" service and the integration of customs regional clearance cause the serious shrinkage of the examination and approval business. The fifth part focuses on the development countermeasures, that is, clear legal position and functional scope, improve the operation mechanism of shipping service center, perfect and expand the service function to deal with the business volume atrophy.
