基于大数据技术的应急决策指挥体系构建——以中国国际石油合作突发事件为例

【摘要】：当下我国已经进入大数据时代,大数据技术作为数据处理先进技术,已在许多行业得到广泛应用并取得理想效果。中国国际石油合作日益频繁,突发事件应急管理体系始终存在诟病。以此为契机,通过分析中国国际石油合作突发事件特点和应急管理不足,结合大数据技术特点与应用过程,提出组织高效、反应快速、资源优化的中国国际石油合作突发事件应急决策指挥体系构建,同时提出大数据应急决策指挥体系五大层次:信息资源层、数据转化层、资源存储层、决策分析层和信息应用层;最后对应急体系进行具体情境模拟,提供实现的可行性依据,为解决目前临时单一性的指挥体系寻找新方向,并为结合大数据技术的应急决策指挥系统软件开发构建理论基础。
[Abstract]:At present, China has entered the era of big data. As an advanced technology of data processing, big data technology has been widely used in many industries and achieved ideal results. China's international oil cooperation is increasingly frequent, emergency management system has always been criticized. Taking this opportunity as an opportunity, by analyzing the characteristics of China's international oil cooperation emergencies and the lack of emergency management, combining big data's technical characteristics and application process, the paper puts forward that the organization is efficient and the response is fast. The emergency decision and command system of China's international petroleum cooperation is constructed. At the same time, five levels of big data's emergency decision and command system are put forward: information resource layer, data transformation layer, resource storage layer, etc. The decision analysis layer and the information application layer; finally, the specific situation simulation of the emergency response system is carried out to provide the feasible basis for the realization, and to find a new direction for the solution of the current temporary oneness command system, And build the theoretical foundation for the software development of emergency decision command system combined with big data technology.
