六盘水市统计系统公务员绩效考核问题研究

【摘要】:经过上世纪七八十年代“新公共管理”运动的洗礼,政府绩效成为现代政府追求的首要目标,政府绩效评估蓬勃展开。公务员绩效是政府绩效的基础,公务员绩效考核水平的高低事关政府职能的实现,因此公务员绩效考核备受关注,建立健全完善的公务员绩效考核制度是当代政府的要求。特别是近年来,随着中国经济向中高端迈进,转变政府职能,建设现代政府的要求对公务员能力和水平提出了更高的要求,公务员绩效考核面临着更加复杂的新形式新问题。因此,本文研究,在理论与实践层面上具有一定意义。本文以六盘水市统计系统为例,对公务员绩效考核现状进行分析,运用绩效考核相关理论,深入剖析了绩效考核存在问题及产生原因,在充分参考国内外绩效管理先进经验做法的基础上,结合统计部门工作实际,提出了在岗位分析的基础上,坚持分类考核,引入多元化考核主体,完善考核方法和手段,构建科学的绩效考核指标体系,加强考核结果的反馈及运用等一揽子对策建议。希望通过本文研究能够为六盘水市统计系统公务员绩效考核的不断完善提供借鉴。
[Abstract]:After the baptism of the "New Public Management" movement in the 1970s and 1980s, government performance has become the primary goal pursued by the modern government, and the evaluation of government performance has flourished. Civil servant performance is the foundation of government performance, and the level of civil servant performance appraisal is related to the realization of government functions. Therefore, civil servant performance appraisal is paid more attention to. It is the requirement of contemporary government to establish a perfect civil servant performance appraisal system. Especially in recent years, with the development of Chinese economy, the transformation of government functions and the requirement of building modern government, the ability and level of civil servants are required higher, and the performance evaluation of civil servants is facing more complicated new forms and problems. Therefore, the study of this paper has certain significance in theory and practice. Taking Liupanshui City Statistical system as an example, this paper analyzes the present situation of performance appraisal of civil servants, and analyzes the existing problems and causes of performance appraisal by using the relevant theory of performance appraisal. On the basis of fully referring to the advanced experience and practice of performance management at home and abroad and combining with the actual work of the statistical department, this paper puts forward that, on the basis of post analysis, we should persist in classified assessment, introduce diversified assessment subjects, and perfect the assessment methods and means. Build a scientific performance appraisal index system, strengthen the feedback and application of the results of a package of countermeasures. Through this study, we hope to provide reference for the continuous improvement of performance appraisal of civil servants in Liupanshui statistical system.
