【摘要】：正一项城市规划政策的出台,不仅仅需要在技术上很过硬,更重要的是要考虑它可能引起的治理上的一系列问题。作为一个公共政策要在各个阶段,经受住思考、研究和辩论,乃至利益平衡的考验今年2月份,中共中央、国务院发出《关于进一步加强城市规划建设管理工作的若干意见》,其中有一段说到要优化街区路网结构,其中一项措施是,"加强街区的规划和建设,分梯级明确新建街区面积,推动发展开放便捷、尺度适宜、配套完善、邻里和谐的生活街
[Abstract]:An urban planning policy is not just technically sound, but more important is to consider a range of governance issues that it might raise. As a public policy, at all stages, it has to stand the test of thinking, research and debate, and even the balance of interests. In February this year, the Central Committee of the Communist Party of China, The State Council has issued a number of opinions on further strengthening the management of urban planning and construction. One of the paragraphs says that the road network structure of the blocks should be optimized. One of the measures is: "strengthen the planning and construction of the blocks, and make clear the area of the newly built blocks step by step."
