浅析网络政治参与下我国政府治理模式的转变与创新

【摘要】：互联网作为人类发展史上引发深刻变革的技术工具，以最卓越的互动交流方式，引发了人类社会发展史上的深刻变革，引领着社会发展和前进的方向，改变着人类社会的方方面面，促进了社会结构的深刻变革，在人类社会发展过程中发挥着极其重要的作用。互联网使人类的社会生活方式变得丰富多彩，不仅影响着人类的社会生产生活等经济领域，还以其不可估量的作用影响着人类的政治、军事、科学、体育、文化等各个领域。网络信息时代的到来，政府组织应该以人为本，为公众服务为中心，通过完善服务来创造良好的政治经济发展环境和维护社会秩序的稳定，坚持正确的政治参与价值观和坚定的政治参与的信念，是网络政治参与的基础，公民只有具有了正确的分析问题、辨析问题的能力，才能够在网络政治参与中立于不败之地。 知识经济和信息时代的到来，大众传媒的不断发展，人们对于自身的认识更加深刻，要求民主平等的观念逐渐深入，对政府的民主管理要求越来越高，必然会使政府行政人员重视人民的意见和建议，从而使政府组织与人民群众之间的互动沟通，增加了人民群众对政府组织的信任感。传统形式的政治参与方式随着互联网的强劲发展势头而不断变化，对于广大的人民群众而言他们可以通过网络来表达自己的政治诉求、社会意愿，网络作为一种新型的参与方式，使人民的民主意识和民主权利开始觉醒，公民网络政治参与成了社会主义现代化进程中政府治理的一种重要形式。而且在现代化社会进程中，公民对于政府提供的公共服务和公共决策的需要日益多样化，因而催生了政府治理模式的转变和创新。因此，现阶段研究网络政治参与下我国政府治理模式的转变与创新是非常必要的。 本文首先解释了网络政治参与和政府治理模式等的基本概念，理解了基本的概念之后分析了网络政治参与下我国政府治理模式转变的可能性和必然性，然后通过分析网络政治参与对我国政府治理模式的促进影响以及我国政府治理模式的转变对网络政治参与的积极影响，指出了我国政府治理模式转变创新的方向，最后得出有效地促进我国政府治理模式转变和创新的理性思考。
[Abstract]:The Internet, as a technological tool that has caused profound changes in the history of human development, has led to profound changes in the history of the development of human society with the most outstanding means of interaction and communication, leading to the direction of social development and progress. It changes all aspects of human society, promotes the profound transformation of social structure, and plays an extremely important role in the development of human society. The Internet makes the social life style of human become rich and colorful. It not only affects the social production and life of human beings and other economic fields, but also affects the political, military, scientific, sports, cultural and other fields of human politics, military affairs, science, sports, culture and so on with its inestimable effect. With the advent of the network information age, government organizations should be people-oriented, serve the public as the center, create a good political and economic development environment and maintain the stability of social order through the improvement of services. Adhering to the correct values of political participation and the conviction of firm political participation is the basis of network political participation. Only if citizens have the ability to correctly analyze and discriminate problems can they be in an invincible position in network political participation. With the arrival of knowledge economy and information age and the continuous development of mass media, people have a deeper understanding of themselves, and the concept of democracy and equality is gradually deepening, and the demand for democratic management of the government is becoming higher and higher. It is inevitable that government administrators will attach importance to the opinions and suggestions of the people, thus making the interactive communication between government organizations and the masses of the people, and increasing the people's trust in government organizations. The traditional forms of political participation have been changing with the strong development of the Internet. For the broad masses of people, they can express their political demands and social will through the Internet. As a new type of participation, the network makes the people's democratic consciousness and democratic rights awaken. The citizen's network political participation has become an important form of government governance in the process of socialist modernization. Moreover, in the process of modern society, the needs of citizens for the public services and public decisions provided by the government are becoming more and more diverse, which leads to the transformation and innovation of the government governance model. Therefore, it is necessary to study the transformation and innovation of government governance mode under the participation of network politics. This paper first explains the basic concepts of network political participation and government governance mode, then analyzes the possibility and inevitability of the transformation of government governance mode under the network political participation. Then, by analyzing the influence of the network political participation on our government governance model and the positive influence of the change of our government governance mode on the network political participation, the paper points out the direction of innovation in the transformation of our government governance mode. Finally, the rational thinking of promoting the transformation and innovation of our government governance mode is obtained.
