基于主基二元法的隆安县政府公务员绩效考核指标体系构建

【摘要】:随着中国加入WTO、世界经济一体化、社会主义市场经济体制和民主政治的发展以及公民政治意识的增强,计划经济体制下形成的公务员管理体制已经无法适应。政府部门建立行为规范、科学合理、简单高效的政府公务员体系,加强对公务员的绩效考核,提高其各方面素质成为新时代的迫切要求。对于政府部门,由于工作岗位众多,职责不明确,加上公务员绩效的复杂性和独特性,使得现今的绩效考核指标体系较为复杂,在实际操作中难度较大,考核指标难于精确。因此,借鉴国内外的先进研究成果,总结自身的实践经验,建立一个科学的、合理、操作性强的政府公务员绩效考核指标体系,具有十分重要的现实意义。本文以绩效考核基本理论为出发点,研究了绩效考核的内涵、原则,绩效考核指标体系及考核方法的比较、指标权重的确定方法及其相关理论,为本文的公务员绩效考核指标体系研究提供理论支撑。以隆安县科级以下政府公务员为例,在对其绩效考核指标体系和运行的现状及存在问题和原因分析的前提下,在比较分析常用绩效考核方法的优缺点的基础上,引入主基二元法,构建隆安县政府公务员绩效考核体系,全面评价公务员“德、能、勤、绩、廉"五个方面的绩效,注重公务员平时考核,将公务员绩效指标分为行为规范类、业绩类和能力类三种指标,并对每一类指标进行细化和说明。同时,结合工作分析,以人事档案管理岗位为例,对岗位业绩进行具体的细化和量化。同时,在专家咨询的基础上,运用科学的层次分析法分层逐步计算各指标的权重,采用全方位的360度考核法选择考核主体,减少绩效考核中的主观性及不公平性。最后,为了保障政府公务员绩效考核指标体系科学合理运用,提出实施指标体系的保障措施和应注意的问题。
[Abstract]:With China's entry into the WTO, the integration of the world economy, the development of the socialist market economic system and democratic politics, and the enhancement of citizens'political consciousness, the civil service management system formed under the planned economic system has been unable to adapt to the situation. It is an urgent requirement of the new era to improve all aspects of the staff's performance appraisal. For government departments, because of the numerous jobs, unclear responsibilities, and the complexity and uniqueness of the performance of civil servants, the current performance appraisal index system is more complex, difficult to operate in practice, and the evaluation index is difficult to be accurate. It is of great practical significance to learn from the advanced research results at home and abroad, to sum up our own practical experience, and to establish a scientific, reasonable and operational performance appraisal index system for Government Civil servants. The comparison of methods, the determination method of index weight and the related theories provide theoretical support for the study of the performance appraisal index system of civil servants in this paper. Based on the merits and demerits of the assessment method, this paper introduces the principal-base duality method to construct the performance assessment system for the civil servants in Longan County. It comprehensively evaluates the performance of the civil servants in five aspects: morality, ability, diligence, performance and honesty. It pays attention to the normal assessment of the civil servants, and divides the performance indicators into three categories: behavior norms, performance indicators and ability indicators. At the same time, combined with the work analysis, taking the personnel file management post as an example, the performance of the post is refined and quantified. At the same time, on the basis of expert consultation, the weight of each index is calculated step by step by using the scientific analytic hierarchy process, and the evaluation subject is selected by the comprehensive 360-degree evaluation method to reduce the performance. Finally, in order to ensure the scientific and rational use of the performance appraisal index system of Government Civil servants, the paper puts forward the safeguard measures and problems that should be paid attention to in the implementation of the index system.
