某系统电子政务纵向网的建设及设计

【摘要】：随着计算机网络技术、信息技术的迅猛发展,政府信息化越来越受到各国政府的高度重视,政府信息化的概念在实践中被不断地充实和丰富,电子政务建设成为政府信息化建设的主流方向。推行电子政务,是提高行政效率、改善政府效能、深化行政管理体制改革的重要措施,是新时期党政机关履行职能的有效手段。电子政务不仅仅是“政务的电子化”“政务网络化”。它是利用以互联网为核心的信息技术,按照电子政务的规范要求,对现行的行政职能、行政组织以及行政流程进行必要的调整和改革,对传统的管理理念、管理模式、管理方法、管理手段的创新。作者首先介绍电子政务的概念、国内外电子政务的发展情况和趋势,我国电子政务发展存在的主要问题；第二部分介绍相关的理论和技术；第三部分根据我市某统电子政务现状,提出该系统电子政务内网的需求分析；指出电子政务内网的建设原则、目标和主要任务；根据某系统电子政务内网具体情况分析,对电子政务内网进行总体设计及实现进行详细阐述；第四部分研究设计本系统电子政务内网的信息安全保障。第五部分总结。本论文针对政府系统内在电子政务应用方面水平还比较低下,特别是针对某一系统没有建立统一管理机构,没有统一规划与协调,电子政务内网信息资源无法共享,条块分割严重,“信息孤岛”现象严重的现象。提出建立一个基于政务内网的纵向电子政务系统,能很好的解决以上问题,在各级政府系统具有推广的作用。

In the third part, according to the present situation of e-government of a certain system in our city, the author puts forward the demand analysis of the system's e-government intranet, points out the construction principle, goal and main task of e-government intranet, analyzes the concrete situation of e-government intranet in a certain system. The general design and implementation of the electronic government intranet are described in detail. The fourth part studies and designs the information security guarantee of the system. The fifth part summarizes. In this paper, the level of e-government application in government system is still relatively low, especially in the absence of a unified management system, unified planning and coordination, e-government intranet information resources can not be shared. The phenomenon of "information isolated island" is serious. This paper puts forward a vertical e-government system based on government intranet, which can solve the above problems well and can be popularized in all levels of government system.
