善治视域下我国政府回应能力提升探析

【摘要】：政府回应能力是善治政府的关键要素,同时也是衡量一个国家或社会善治程度的重要标准。基于善治的理论视角,从回应过程、内容、效果、时间、方式等方面阐释了政府回应能力的应然表征,对近年来我国政府回应能力的实然缺失及其产生根源进行了剖析,主张通过树立新公共服务理念、强化政府回应制度建设、拓宽公民参与渠道、加快电子政府建设等措施予以提升政府回应能力。
[Abstract]:The ability of government response is a key element of good governance and an important criterion to measure the degree of good governance in a country or society. Based on the theoretical perspective of good governance, this paper explains the supposed representation of the government's response ability from the aspects of response process, content, effect, time and mode, and analyzes the lack of the real response ability of our government and its origin in recent years. It is advocated that the government response ability should be enhanced through establishing new public service concept, strengthening the construction of government response system, widening the channels of citizen participation, and speeding up the construction of electronic government.
