我国微博治理研究—社会整合论的视角

【摘要】：摘要：微博治理是国家治理的一部分。从国家和政府层面看,微博治理效果好,微博空间和谐有序,有利于整个社会的整合。从微博治理本身的多元性特点看,政府和社会的力量都需要发挥,才能达到微博空间的规范化。政府和社会的力量形成合力,才能有力地治理微博乱象。本文将着重探讨微博治理的社会参与方面以及微博的文化整合方面,探讨政府与社会合作治理微博的模式。试图构建一个微博社会治理框架,在这个框架中,政府负责协调,独立的非政府组织负责监督,公众参与,多方平等协商、合作互动,上下协同,将各自的优势充分发挥,达到微博秩序的和谐、多方共赢的局面,让微博空间既有秩序又充满活力。本文在论述过程中,运用了微公益、微博热门话题、郭明义微博、“北京发布”等政务微博的发展、大数据等生动案例来说明问题。本文在最后探讨了中国体制下的微博治理展望。
[Abstract]:Abstract: Weibo governance is a part of national governance. From the view of state and government, Weibo has a good governance effect and a harmonious and orderly space for Weibo, which is conducive to the integration of the whole society. From the pluralistic characteristics of Weibo's own governance, the government and social forces need to be brought into play in order to achieve the standardization of Weibo space. The government and social forces form a joint force to manage Weibo chaos. This paper will focus on the social participation of Weibo's governance and the cultural integration of Weibo, and discuss the mode of government and social cooperation in the administration of Weibo. Trying to build a social governance framework for Weibo, in which the government is responsible for coordination, and independent non-governmental organizations are responsible for supervision, public participation, multi-party equal consultation, cooperation and interaction, and making full use of their respective advantages. To achieve the harmony of Weibo's order and win-win situation in many ways, the space of Weibo is full of order and vitality. In the process of discussion, this paper uses the popular topics such as micro-commonweal, Weibo, Guo Mingyi Weibo, "Beijing release" and other vivid cases to illustrate the problem. Finally, this paper discusses the prospect of Weibo's governance under the Chinese system.
