政府治理能力与社会公正的国际镜鉴

【摘要】：在社会公正的追求过程中,政府治理能力至关重要。利用欧盟28国面板数据,实证分析政府治理能力与社会公正水平的关联性与作用机理,并对同为欧盟创始成员国的德国和意大利进行了比较分析。研究发现,政府治理能力与社会公正水平正相关。较强的政府治理能力通过提升政策质量与公共物品质量、增强个体的发展机会与能力,从而导致较高的社会公正水平。我国应将提升政府治理能力与促进社会公正紧密结合。政府治理能力提升的过程,既是国家治理体系与治理能力现代化的过程,也是促进社会公正的过程。
[Abstract]:In the pursuit of social justice, the ability of government governance is very important. By using the panel data of 28 EU countries, this paper empirically analyzes the relevance and mechanism of the level of government governance and social justice, and makes a comparative analysis of Germany and Italy, both of which are founding members of the European Union. The study found that the ability of government governance is positively related to the level of social justice. Through improving the quality of policy and public goods, the strong ability of government governance can enhance the development opportunity and ability of individuals, thus leading to a higher level of social justice. Our country should enhance the ability of government governance and promote social justice closely. The process of improving the ability of government governance is not only the process of modernization of national governance system and governance ability, but also the process of promoting social justice.
