【摘要】：正更加注重供给侧发力,推动更高层级转型升级。突出供给侧结构性改革,提高供给体系质量,提升全要素生产率,以供给创新激发新兴需求,以需求升级拉动供给提质。优化政策供给,支持企业发展;优化产业供给,提升市场竞争能力;优化供给保障,提高产品服务质量。深化重点领域和关键环节改革,破除体制机制障碍。加快政府职能转变。简政放权、放管结合、优化服务,开展市场准入负面清单改革试点,全面推行部门权责清单制度。继续清理行政许可和服务
[Abstract]:More attention is being paid to the supply side to promote higher levels of transformation and upgrading. Emphasis on supply-side structural reform, improve the quality of supply system, enhance total factor productivity, supply innovation to stimulate new demand, demand upgrading to stimulate supply quality. Optimize the policy supply, support the enterprise development, optimize the industry supply, enhance the market competition ability, optimize the supply guarantee, improve the product service quality. We will deepen reform in key areas and key links and break down institutional and institutional barriers. Speed up the transformation of government functions. We will streamline the decentralization of government, combine deregulation with management, optimize services, carry out the pilot reform of negative lists of market access, and comprehensively implement the system of departmental lists of powers and responsibilities.
