山东省垦利县疾控机构绩效管理研究

【摘要】:在目前实施政府绩效管理中,疾病预防控制机构作为政府为社会提供公共卫生服务的部门,实施绩效管理是机构管理的工作重点。本文从绩效和绩效管理理论入手,发现绩效评估是绩效管理的关键环节,充分运用绩效评估结果,可以提高绩效管理水平。本文通过阐述绩效、绩效管理和绩效评估、绩效考核办法等相关理论,利用文献研究、系统分析和访谈法发现垦利县疾病预防控制机构管理上存在实施绩效管理不适应的管理环境,通过对管理环境的分析找到产生管理问题的根源。根源主要由于传统观念束缚、人员年龄结构老化,专业知识结构不合理等原因,造成的管理水平不高;政府对疾病预防控制工作的重视程度不够,使疾病预防控制工作处于半无监管状态;管理中的自我定位不明确,使管理工作流于形式;绩效管理中缺乏有效沟通机制和激励机制,造成绩效管理工作难以实施。针对管理出现的问题,提出来了加强垦利县疾病预防控制机构绩效管理的四项措施。主要有明确绩效评估价值取向,确立绩效评估在绩效管理中的地位;通过争取经费投入和加强组织监管,提高疾控绩效;强化机构运行管理制度、建立人才绩效管理制度,以促进绩效管理;充分运用评估结果,建立绩效评估反馈和期望理论指导的激励机制,把绩效管理推上新的水平。
[Abstract]:In the current implementation of government performance management, disease prevention and control agencies as the government to provide public health services for the community, the implementation of performance management is the focus of institutional management. Starting with the theory of performance and performance management, this paper finds that performance evaluation is the key link of performance management, and the level of performance management can be improved by making full use of the results of performance evaluation. In this paper, through the performance, performance management and performance evaluation, performance evaluation methods and other related theories, the use of literature research, Through systematic analysis and interview, we find that there is a management environment where the performance management is not suitable for the management of disease prevention and control institutions in Kenli County, and the root causes of the management problems are found through the analysis of the management environment. The root causes are mainly due to the shackles of traditional concepts, the aging of the age structure of personnel, the unreasonable structure of professional knowledge, etc. The management level is not high; the government does not attach enough importance to the work of disease prevention and control. The work of disease prevention and control is semi-unregulated; the self-orientation of management is not clear, which makes the management work become a mere formality; the lack of effective communication mechanism and incentive mechanism in performance management makes it difficult to implement performance management. Aiming at the problems in management, four measures to strengthen the performance management of disease prevention and control institutions in Kenli County were put forward. There are clear value orientation of performance evaluation, establish the status of performance evaluation in performance management; through fighting for financial input and strengthening organization supervision, improve disease control performance; strengthen the institution operation management system, establish talent performance management system, In order to promote performance management, make full use of the evaluation results, establish the incentive mechanism of performance evaluation feedback and expectation theory, and promote performance management to a new level.
