大数据时代背景下中国政府治理公共舆情问题研究

【摘要】:大数据(big data)一词已经愈加广泛地被人们提及。从最早应用于市场进行数据库的数据分析到现今应用于政府治理领域的民意分析,无论是日常生活还是市场行为,无论是公民意愿还是政府决策,大数据时代的影响已经渗透到了社会经济政治的各个角落。在以互联网数据连接的世界里,数据代表着浏览趋势和政治偏好。我们无法去理解一个人表象之外的政治内质,却可以通过大数据的综合分析把握其一定的政治倾向,同理可以推断出一类群体的政治倾向性。公共舆情事件是各类社会矛盾、国内外格局变迁、经济形势等各种因素集合而成的综合体。在以互联网为主要传播工具的今天,大数据这个概念已经不简简单单的应用于商业经营,数据在个别事件的基础上,通过集成、整合和分析形成公共事件,公共舆情就是在公共事件的基础上公众表达政治偏好的诉求方式之一。当前政府在公共舆情治理工作中还存在着舆情监测手段落后、舆情研判标准体系不健全、舆情工作人员队伍专业性差、政府的传统思维与大数据的先瞻发展不匹配等问题。这说明政府在公共舆情治理理念上的缺乏,对公共舆情治理工作着力点把握不准确,公共舆情治理工作机制还不完善。只有正确引导公共舆情的走向、科学驾驭公共舆情的发展、着力完善公共舆情治理机制,并且积极借鉴其他国家的先进经验和充分利用大数据的价值,政府才能在大数据时代下开展好公共舆情的治理工作。
[Abstract]:Big data (big data) has been widely used. From the data analysis that was first applied to the market database to the public opinion analysis that is now applied in the field of government governance, whether it is daily life or market behavior, whether it is the will of the citizens or the decision-making of the government. The influence of big data's era has penetrated into every corner of social economy and politics. In an internet-connected world, data represent browsing trends and political preferences. We can not understand a person's political endoplasm but can grasp its political tendency through big data's comprehensive analysis. Similarly we can infer the political tendency of a class of groups. Public opinion event is a combination of various factors, such as social contradictions, domestic and foreign changes, economic situation and so on. Today, with the Internet as the main means of communication, the concept of big data is no longer simply applied to business operations. Data on the basis of individual events, through integration, integration and analysis, forms public events. Public opinion is one of the ways to express political preference on the basis of public affairs. At present, the government still has some problems such as backward monitoring means of public opinion, imperfect standard system of public opinion research, poor professionalism of public opinion staff, mismatch between government's traditional thinking and big data's advance development, and so on. This shows that the government is short of the concept of public opinion governance, the management of public opinion is not accurate, and the mechanism of public opinion governance is not perfect. Only by correctly guiding the trend of public opinion, scientifically controlling the development of public opinion, focusing on perfecting the governance mechanism of public opinion, and actively learning from the advanced experience of other countries and making full use of big data's value, Only then can the government develop the governance work of public opinion under big data's time.
