山西省左云县煤矿监管制度变迁研究

【摘要】:煤炭作为一种特殊的能源,在世界各国能源消费的结构中一直占据着很大的比重,尤其是我国,煤炭在一次性能源生产和消费结构中占65%以上,而且在未来相当长的一段时间里,其仍将是我国主要的消费能源之一,可以说煤炭在国民经济与社会的发展过程中扮演着十分重要的角色。伴随而来的,煤矿的生产和管理也就自然的成为了人们关注的重点。事实上,煤矿能否实现安全生产,不仅关系到人民群众生命财产的保护,还关系到全社会改革、发展和稳定的大局。但是在实际中,由于煤矿开采和生产工作环境的复杂多样和所需技术的高要求,其安全生产却常常得不到保障。重特大事故仍然时有发生,不仅阻碍了煤炭产业的可持续发展,构成了和谐社会的一个极不和谐因素,同时也引起了社会民众关注。影响煤矿安全的因素有很多,包括现有技术手段落后、安全意识淡薄、工作人员素质有待提高等等,这些方面能够得到改进在一定程度上关系到煤矿能够实现安全生产,但却无法从根本上解决问题。仔细深究,煤矿监管制度的完善才是实现煤矿安全生产的关键,因此,对于煤矿监管制度,特别是其在不断完善过程中的历程变迁研究就显得极为必要。本文就是以山西省左云县为例,在收集相关资料的基础上,开展对于其煤矿监管制度变迁的研究,从近几年国家煤炭政策法规的大环境出发,结合山西省左云县因地制宜所制定的规章和采取的措施,深刻把握其监管制度变迁的历程,并依据诺斯制度变迁理论,通过先进理论的实际应用,找出了一些在变迁过程中出现的问题,包括变迁费用过高、变迁目标难以实现等,之后进行了产生这些问题的原因阐述,包括制度遗传惯性影响、利益集团互相博弈影响、双重监管体制影响等,并进一步提出了改善现状的措施。期望通过以上研究,能够在对本地煤矿监管制度变迁有个清晰了解的基础上,借助于提出的相关措施,尽可能的规避之前的问题,为之后监管制度的不断完善提供借鉴,也为其他类似地方类似问题的解决提供一个参考的范例。
[Abstract]:As a special kind of energy, coal has always occupied a large proportion in the structure of energy consumption all over the world. Especially in China, coal accounts for more than 65% of the disposable energy production and consumption structure. And in the future for a long time, it will still be one of the main consumption energy in China, it can be said that coal in the national economy and social development process plays a very important role. With it, the production and management of coal mines have naturally become the focus of attention. In fact, whether coal mines can realize safe production not only relates to the protection of people's life and property, but also relates to the overall situation of social reform, development and stability. However, in practice, because of the complexity and diversity of the coal mining and production environment and the high requirements of the required technology, the safety in production is often not guaranteed. Serious and serious accidents still occur from time to time, which not only hinder the sustainable development of coal industry, constitute a very disharmonious factor of harmonious society, but also cause public concern. There are many factors that affect coal mine safety, including the backwardness of existing technical means, the weak consciousness of safety, the need to improve the quality of staff, and so on. These aspects can be improved to a certain extent related to the ability of coal mines to realize safety in production. But it cannot solve the problem fundamentally. The perfection of coal mine supervision system is the key to realize coal mine safety production. Therefore, it is very necessary to study the process of coal mine supervision system, especially in the process of continuous improvement. This paper takes Zuoyun County, Shanxi Province as an example, on the basis of collecting relevant data, carries out a study on the changes of coal mine supervision system, starting from the general environment of national coal policies and regulations in recent years. In combination with the regulations and measures adopted in Zuoyun County, Shanxi Province, the course of the change of its supervision system is deeply grasped, and the practical application of the advanced theory is carried out according to the theory of North's institutional change. Find out some problems in the process of change, including the high cost of change, difficult to achieve the objectives of the transition, and then explain the causes of these problems, including institutional genetic inertia, interest group mutual game influence, and so on. Double supervision system influence, and further put forward the measures to improve the status quo. Through the above research, we hope that on the basis of a clear understanding of the changes of the local coal mine supervision system, with the help of the relevant measures proposed, we can avoid the previous problems as far as possible, and provide a reference for the continuous improvement of the supervision system after that. It also provides a reference example for solving similar problems in other similar places.
