海外华人华侨生存安全突发事件的政府救援研究

【摘要】：在中国与世界快速接轨的今天,越来越多的国人走出国门,走向世界的各个角落,在不同的国家地区生活、发展。各国的经济、政治、文化舞台都能够看到华侨华人活跃的身影。然而近年来,海外华侨华人遇到的突发事件数量也在迅速的增长,这些突发事件,严重的影响到了华侨华人在海外的生存安全。我国作为一个负责任的大国,尽力救助突发事件中的海外华侨华人是必不可少的义务。所以我国政府在海外华侨华人突发事件中的救援角色也是至关重要的。本文的研究思路是以政府危机管理综合模型为理论基础,首先清楚的分析介绍该模型的概念及运用方法,再在此基础上将其运用到海外华人华侨的海外救援中。而针对海外华人华侨的生存安全突发事件要从事件原因、特点和政府救援情况几个方面重点分析,结合政府危机管理综合模型找到应该改进的工作,并在文章的最后提出自己的意见和建议。本文的主要研究方法是问卷调查法、文献阅读法和案例分析法。由于本文与发生的各种海外华人华侨生活中遇到的突发事件紧密相关,所以在研究时会牢牢结合案例来进行分析总结。在本文写作的最后,笔者会根据分析和研究的结论来提出针对海外华人华侨生存安全突发事件政府救援的一些建议,这些建议是在现行的救援基础之上进行的一些改进,包括了政府应该进一步完善和改进的工作以及海外华人华侨需要提升的自我保护意识等。本文旨在通过研究分析和建议,能够对海外华人华侨的保护工作有所推进,能够让海外华人华侨享受更加安全的生活,同样也能为我国政府更好的保护海外华人华侨、进一步树立负责任大国的形象做出一定的贡献。
[Abstract]:With the rapid development of China and the world, more and more people are living and developing in different countries and regions. The economic, political and cultural stages of various countries can see the active figure of overseas Chinese. However, in recent years, the number of incidents encountered by overseas Chinese has also increased rapidly. These emergencies have seriously affected the survival and security of overseas Chinese and overseas Chinese. As a responsible country, it is necessary for China to do its utmost to help the overseas Chinese in emergencies. So the rescue role of our government in the overseas Chinese emergency is also very important. The research idea of this paper is based on the comprehensive model of government crisis management. Firstly, the concept and application of the model are introduced clearly, and then it is applied to the overseas rescue of overseas Chinese and overseas Chinese. However, for the survival and security emergencies of overseas Chinese and overseas Chinese, we should focus on the analysis of the causes, characteristics and rescue situation of the government, and combine with the comprehensive model of government crisis management to find out the work that should be improved. And in the end of the article put forward their own views and suggestions. The main research methods of this paper are questionnaire survey, literature reading and case analysis. As this article is closely related to the unexpected events that occur in the life of overseas Chinese and overseas Chinese, it will be analyzed and summarized firmly in combination with cases. At the end of this paper, according to the conclusions of the analysis and research, the author will put forward some suggestions for the emergency government rescue for the survival and safety of overseas Chinese and overseas Chinese. These suggestions are some improvements made on the basis of the existing rescue. Including the government should further improve and improve the work and overseas Chinese need to raise awareness of self-protection. Through research, analysis and suggestions, this paper aims to promote the protection of overseas Chinese and overseas Chinese, to enable overseas Chinese to enjoy a safer life, and also to better protect overseas Chinese and overseas Chinese for the Chinese government. To further establish the image of a responsible power to make certain contributions.
