山东省肥城市农村公共服务设施建设问题研究

【摘要】：2005年党的十六届五中全会提出了实现“农村公共服务均等化”的重要命题,2006年,中共中央、国务院下发了《关于积极发展现代农业,扎实推进社会主义新农村建设的若干意见》的文件,文件提出了把发展现代农业作为社会主义新农村建设的首要任务,强调各级政府要切实把基础建设和社会事业发展的重点转向农村。加强公共服务设施建设对于我们建设惠及十几亿人的小康社会来说意义重大,一个国家的兴盛,不仅仅只是城镇生活的富足,在农村公共服务上却表现匮乏。没有共同的繁荣,就没有小康社会的实现,更没有中华民族的复兴。然而,作为立国之本、强国之根,农村的公共服务工作却长期以来处于被淡忘的状态。在农村,公共服务设施建设趋于停滞,与物质生活水平日益提高的对比十分鲜明,这与我们全面建设小康、构建和谐社会的目标极不适应。公共服务设施建设落后制约着地区人民经济文化的提高,影响社会主义全面建设。加强公共服务设施建设,难点是在农村,重点也应该放在农村,加强农村公共服务设施建设,满足人民对公共服务的不断需求,成为刻不容缓的问题。随着工业发展和城乡人民群众对公共服务需求的提高,作为地方政府应当加强对城乡公共服务设施建设项目投资和管理,尽快实现从“以提高经济总量为导向”向“以基本公共服务均等化为重点”的转变,并实行明确、规范的分工和有效的问责制,注重挖掘地区公共服务的潜力,推动公共服务设施的发展。通过引导社会力量参与地区公共服务建设,对发展地区公益性服务事业、加强公共服务事业和基础产业的融合,满足当代人民群众日益增长的公共服务需求具有重要意义。本文以山东省肥城市为例,通过研究现阶段我国农村公共服务设施建设的现状、存在的问题及解决对策,了解肥城市农村公共服务设施建设现状,结合相关的理论依据,借鉴公共服务设施的域外经验,了解肥城市农村公共服务设施建设方面存在的问题,深入分析导致肥城市农村公共服务设施建设存在问题的原因,并有针对性地提出完善肥城市农村公共服务设施建设的措施。
[Abstract]:In 2005, the Fifth Plenary session of the 16th CPC Central Committee put forward an important proposition of "equalization of rural public services." in 2006, the CPC Central Committee and the State Council issued the "active Development of Modern Agriculture," Some opinions on promoting the Construction of a New Socialist Countryside in a down-to-earth manner. The document puts forward that the development of modern agriculture is the primary task of building a new socialist countryside. Governments at all levels should effectively shift the focus of infrastructure and social development to rural areas. Strengthening the construction of public service facilities is of great significance for us to build a well-off society that benefits more than one billion people. The prosperity of a country is not only the prosperity of urban life, but also the lack of public service in rural areas. Without common prosperity, there will be no well-off society and no rejuvenation of the Chinese nation. However, as the foundation of the country and the root of the powerful country, the rural public service work has long been forgotten. In rural areas, the construction of public service facilities tends to stagnate, and the contrast with the increasing level of material life is very clear, which is extremely incompatible with our goal of building a well-off society in an all-round way and building a harmonious society. The backward construction of public service facilities restricts the improvement of local people's economy and culture, and affects the overall socialist construction. To strengthen the construction of public service facilities, the difficulty lies in the countryside, and the emphasis should also be placed on the rural areas. It is urgent to strengthen the construction of rural public service facilities to meet the continuous demand of the people for public services. With the development of industry and the increasing demand of urban and rural people for public services, local governments should strengthen the investment and management of urban and rural public service facilities construction projects. To realize as soon as possible the change from "focusing on increasing the total economic volume and focusing on equalization of basic public services", and to implement a clear, standardized division of labour and effective accountability, and to pay attention to tapping the potential of regional public services, To promote the development of public service facilities. By guiding social forces to participate in the construction of regional public services, it is of great significance to develop regional public welfare service undertakings, strengthen the integration of public service undertakings and basic industries, and meet the increasing public service needs of the contemporary people. This article takes Feicheng City of Shandong Province as an example, through studying the present situation, existing problems and solving countermeasures of rural public service facilities construction in our country at present, understand the present situation of rural public service facilities construction in Feicheng City, and combine with the relevant theoretical basis. Drawing lessons from the overseas experience of the public service facilities, the problems existing in the construction of the rural public service facilities in Feicheng City are understood, and the reasons leading to the problems in the construction of the rural public service facilities in the City of Feicheng are analyzed in depth. It also puts forward the measures to perfect the construction of rural public service facilities in Feicheng City.
