社会组织腐败治理机制变迁与发展

【摘要】：改革开放以来的实践表明,我国选择了从法制性治理、行动式治理和构造性治理三种路径入手对社会组织腐败问题实施治理,并逐步形成了以此三种方式为主轴的社会组织腐败治理机制。其间,这套机制从维度上看发生了从单线向多元的转变,从关系上看发生了从彼此分离到相互关联的转变,从作业面上看发生了从笼统的宽泛式治理向针对性更强的专项治理的转变,从力度上看发生了由弱到强的转变。这套机制为治理我国社会组织腐败问题发挥了积极作用。在新形势新背景下,社会组织发生腐败的可能性、发现社会组织腐败的可能性均将增加,社会组织腐败治理难度也将增加,而社会组织腐败治理机制优化压力将进一步加大,优化目标将进一步清晰,优化重点将进一步明确,一套更有效、结构化程度更高的治理机制即将呼之欲出。
[Abstract]:The practice since the reform and opening to the outside world has shown that China has chosen three ways to deal with the corruption of social organizations, namely, legal governance, action governance and constructive governance. And gradually formed this three ways as the main axis of social organization corruption governance mechanism. In the meantime, the mechanism has changed from single line to multivariate in dimension and from separation to interrelation in relation. From the aspect of operation, there has been a change from a general broad governance to a more targeted special treatment, and a change from a weak to a strong one in terms of strength. This set of mechanism has played an active role in controlling corruption of social organizations in our country. Under the new situation and new background, the possibility of corruption in social organizations will increase, the possibility of corruption in social organizations will increase, the difficulty of governance of corruption in social organizations will also increase, and the pressure of optimizing the governance mechanism of corruption in social organizations will be further increased. Optimization objectives will be further clarified, optimization priorities will be further clarified, and a more effective and structured governance mechanism will soon emerge.
