岳阳市政务环境建设存在的问题与对策研究

【摘要】：政务环境既是一种社会软环境,也是吸引投资者的重要因素,更是衡量区域执政水平乃至社会进步程度的重要标尺。可以说,哪个城市拥有良好的政务环境,其城市就将拥有更多的机会形成人力、物力、财力的汇集,促进城市的快速发展,这就使得政务环境的水平能够在一定程度上决定着一个地区经济社会发展的快慢。因此,关于优化区域政务环境的研究已经成为了近年来学者们研究的热点和重点。本文选取岳阳市作为研究对象,岳阳是湖南唯一的临江城市,无论是经济水平还是政务环境一直处于全省前列。选取岳阳市政务环境进行研究将不仅有利于通过寻找营造良好政务环境的对策,推动和促进岳阳市社会、经济的发展,也对于其他市一级政府有一定的借鉴作用。基于此,本文以岳阳市为研究对象,在对相关文献资料的梳理、分析的基础上,以公共治理理论、国家治理理论、服务型政府理论为指导,运用政治学、经济学、社会学、统计学等相关学科知识,首先对政务环境的基本内涵、特点进行了阐述,其次对现阶段岳阳市政务环境的现状、出现的问题以及出现问题的原因进行了较为详细的分析,接着对国内外政务环境优化实践水平较高的国家、地区进行了经验分析与借鉴,最终有针对性地提出了深化政务环境理念、打造政务服务载体、改革行政审批机制、推行政务信息公开、构建优化政务环境机制、营造良好的社会人文环境等一系列的政策建议。
[Abstract]:Government environment is not only a kind of social soft environment, but also an important factor to attract investors. It is also an important yardstick to measure the level of regional governance and even the degree of social progress. It can be said that if a city has a good administrative environment, its city will have more opportunities to form a pool of human, material and financial resources to promote the rapid development of the city. This makes the level of government environment to a certain extent determines the speed of economic and social development in a region. Therefore, the research on optimizing regional government environment has become a hot spot and focus of scholars in recent years. This article selects Yueyang as the research object, Yueyang is the only city near the river in Hunan, whether the economic level or the government environment has been in the forefront of the province. Selecting Yueyang city government affairs environment to carry on the research will not only help to find the countermeasure of creating good government affairs environment, promote and promote the development of the society and economy of Yueyang city, but also have certain reference function to other city level government. Based on this, this paper takes Yueyang as the research object, on the basis of combing and analyzing the relevant documents, taking the theory of public governance, the theory of national governance and the theory of service-oriented government as the guidance, using political science, economics, sociology, etc. Statistics and other related disciplines, first of all, the basic connotation and characteristics of the government environment are expounded, and secondly, the present situation, problems and causes of the problems in Yueyang City are analyzed in detail. Then, it analyzes and draws lessons from the experience of the countries and regions with high practice level of government affairs environment optimization at home and abroad, and finally puts forward to deepen the concept of government affairs environment, create the service carrier of government affairs, and reform the administrative examination and approval mechanism. This paper puts forward a series of policy suggestions, such as publicizing government affairs information, constructing and optimizing the mechanism of government affairs environment and creating a good social and humanistic environment.
