我国公务员薪酬增长制度研究

【摘要】:作为政府人力资源管理的重要组成部分,公务员薪酬管理对政府职能效用发挥具有十分关键的影响作用。由于种种原因,我国现行公务员薪酬制度难以适应形势发展的要求,突出表现在公务员薪酬水平总体偏低,内外部差距偏大,以及激励作用有限。解决这些问题,需要构建和改进公务员薪酬正常增长机制。本文从薪酬决定理论和激励理论出发,立足于我国现行的公务员薪酬制度,分析了我国公务员薪酬制度的发展和历次薪酬调整的情况,对薪酬增长存在的问题和原因进行了综合分析,找出薪酬增长机制缺失的原因。并通过参考国外公务员薪酬调整制度的有益经验,提出了完善我国公务员薪酬增长机制的政策建议和措施。文章的落脚点在于对我国公务员薪酬增长制度改进上,其重点是建立常态薪酬增长机制,以实现薪酬制度的有效激励和约束,调动公务员工作积极性,提高其行政效能。本文认为,构建公务员薪酬增长机制需要一个长期发展过程,联动模式的体系改革才能达到预期促进效果。不仅需要借鉴国外公务员薪酬制度的经验和先进理念,而且需要立足于我国公务员薪酬制度现状,通过调整薪酬结构、规范津补贴发放,健全薪酬调查机制与平衡比较机制的途径来实现。公正、合理的公务员薪酬增长机制应该是市场化的,即薪酬水平应当与国民经济发展相协调、与社会进步相适应。
[Abstract]:As an important part of government human resource management, civil servant salary management plays a very important role in the function of government. For various reasons, the current civil service pay system in China is difficult to adapt to the requirements of the development of the situation, outstanding performance is that the level of civil servants pay is on the low side, the gap between internal and external, and the role of incentive is limited. To solve these problems, it is necessary to construct and improve the normal growth mechanism of civil service pay. Based on the salary decision theory and incentive theory, this paper analyzes the development of the civil service pay system and the situation of the previous salary adjustment, based on the current civil service pay system in our country. This paper comprehensively analyzes the problems and causes of salary growth and finds out the reasons for the lack of salary growth mechanism. By referring to the beneficial experience of foreign civil servants' salary adjustment system, this paper puts forward some policy suggestions and measures to improve the mechanism of civil servants' salary growth in our country. The purpose of this paper is to improve the civil servants' salary growth system in China. The emphasis is to establish the normal salary growth mechanism, to realize the effective incentive and restriction of the compensation system, to arouse the enthusiasm of the civil servants' work and to improve their administrative efficiency. This paper holds that the construction of civil service salary growth mechanism needs a long-term development process, and the system reform of the linkage mode can achieve the expected promotion effect. It is necessary not only to draw lessons from the experience and advanced ideas of foreign civil servants' salary system, but also to base itself on the present situation of civil servants' salary system in our country, by adjusting the salary structure and standardizing the payment of subsidies. Perfect salary investigation mechanism and balance comparison mechanism way to realize. Fair and reasonable salary growth mechanism of civil servants should be market-oriented, that is, salary level should be coordinated with the development of national economy and adapt to social progress.
