金州新区财政人员队伍建设现状的调查分析

【摘要】:进入二十一世纪,建设高素质的公务员队伍、优化公务员能力结构、提升政府国际竞争力已经成为世界各国政府最为重要的课题和优先的工作。公共财政管理在政府的工作中发挥了不可或缺的作用,财政收入的组织与分配,财务的监督与管理等都离不开财政工作的支持。政府是公共财政管理的主体,而具体承担日常公共财政管理工作的主要是政府系统的财政人员。因此,财政人员队伍建设将直接影响公共财政政策是否得到最大限度的履行。而相应的财政人员队伍建设的调查研究工作却非常滞后。为此,本文通过调查财政局领导、基层财政工作者等各方的基本情况和对财政队伍管理现状的评价,研究了金州新区财政人员队伍建设的总体概况,深入分析了金州新区财政人员队伍建设存在的问题及其成因,并提出了对策和建议。 首先,本文采取问卷调查方法,设计对金州新区财政人员队伍建设现状调查问卷,用SPSS19.0软件对问卷的进行了信度分析和效度分析。 其次,通过调查结果分析,发现金州新区财政人员队伍建设主要存在财政人员素质良莠不齐与培训效果欠佳、人员配置与流动机制急需优化、绩效考核和监督管理不健全、财政人员缺乏职业生涯规划等问题。 最后,从加强财政人员队伍的职业道德建设、通用能力建设和培训管理机制建设、进一步健全和完善财政人员管理机制、进一步实施绩效考核和奖励措施、积极开展职业生涯规划建设等方面提出金州新区财政人员队伍建设现状的对策建议。 本文探索在新区管委会指导和参与下的财政人员队伍建设的管理模式,从理论上探讨财政人员管理的方式方法如何更好地促进队伍的发展。同时,通过调查研究,总结归纳出新区管委会财政人员队伍建设的现存问题,并由此分析产生的原因,找出影响财政人员工作积极性的各类因素,最后提出对策和建议,希望这些对策和建议会为金州新区财政人员的队伍建设和新区财政工作发展起到积极的作用,也期待对其他地区的财政人员队伍建设起到一定的借鉴意义。
[Abstract]:In the 21 century, it has become the most important task and priority for the governments all over the world to build high-quality civil servants, optimize the structure of civil servants and enhance the international competitiveness of the government. Public financial management plays an indispensable role in the work of the government. The organization and distribution of financial revenue and the supervision and management of financial affairs can not be separated from the support of financial work. The government is the main body of the public finance management, and the financial personnel of the government system mainly undertake the daily public finance management. Therefore, the construction of financial personnel will directly affect whether the public financial policy can be implemented to the maximum extent. And the corresponding financial personnel team construction investigation and research work is lagging behind. Therefore, by investigating the basic situation of the leaders of the Bureau of Finance, the financial workers at the grass-roots level and the evaluation of the present situation of the management of the financial team, this paper studies the general situation of the construction of the financial personnel in Jinzhou New District. This paper deeply analyzes the problems and causes of the construction of financial personnel in Jinzhou New District, and puts forward some countermeasures and suggestions. First of all, this paper adopts the method of questionnaire, designs the questionnaire on the current situation of financial staff construction in Jinzhou New District, and analyzes the reliability and validity of the questionnaire with SPSS19.0 software. Secondly, through the analysis of the investigation results, it is found that the construction of financial personnel in Jinzhou New District mainly includes the uneven quality of financial personnel and poor training effect, the urgent need to optimize the staffing and mobility mechanism, the imperfect performance appraisal and supervision and management. Financial personnel lack of career planning and other problems. Finally, from strengthening the construction of the professional ethics of the financial personnel, building the general capacity building and training management mechanism, further perfecting and perfecting the financial personnel management mechanism, further implementing the performance appraisal and reward measures, This paper puts forward countermeasures and suggestions on the present situation of financial staff construction in Jinzhou New District from the aspects of active career planning and construction. This paper explores the management mode of the construction of financial personnel under the guidance and participation of the New District Management Committee, and discusses theoretically how the ways and methods of financial personnel management can better promote the development of the contingent. At the same time, through investigation and research, this paper summarizes and summarizes the existing problems in the construction of the financial staff of the new district management committee, and analyzes the causes, finds out the various factors that affect the enthusiasm of the financial personnel, and finally puts forward some countermeasures and suggestions. It is hoped that these countermeasures and suggestions will play a positive role in the construction of financial staff in Jinzhou New District and the development of financial work in the New District, and will also be useful for reference to the construction of financial personnel in other regions.
