透视中小学改革的“两头动、中间不动”现象——制度变迁理论的视角

【摘要】:当前我国大力提倡中小学特色、多样化发展。从目前学校改革的实践来看,呈现出"两头动、中间不动"的现象,即大部分中等学校对教育改革持保守状态,只有一些优质或薄弱学校能在教育教学实践中走在改革的前端,取得显著成绩。在新制度主义制度变迁理论看来,学校改革是制度变迁的过程,学校是否选择改革,与学校对于改革的成本、预期效果与风险的考量有着密切的关系。
[Abstract]:At present, our country vigorously advocates the characteristics of primary and secondary schools and diversified development. From the current practice of school reform, there is a phenomenon of "moving at both ends but not moving in the middle", that is, most secondary schools are conservative in their education reform. Only some high quality or weak schools can take the front end of the reform in the practice of education and teaching and make remarkable achievements. According to the theory of institutional change of the new institutionalism, school reform is the process of institutional change, and whether the school chooses the reform or not, It is closely related to the cost of reform, expected effect and risk consideration.
