澳大利亚中小学公民教育课程变迁研究

【摘要】：公民教育已经成为当代西方政治哲学、教育理论所关注的焦点问题,发展公民教育课程是实施公民教育最直接、最有效的途径,基础教育阶段是发展公民教育课程最基本、最关键的时期。因此,研究中小学公民教育课程对推动我国公民教育的发展具有重要意义。本文以澳大利亚的社会政治、经济、文化为背景,以澳大利亚公民教育的发展历程为主线,系统阐述和分析了澳大利亚中小学公民教育课程的初创、发展、停滞、复兴和全面发展五个阶段的社会背景、课程实施、特征与存在的问题,并在研究澳大利亚公民教育课程的历史发展的基础上,以期对我国公民教育课程进一步的思考。澳大利亚公民教育课程是伴随着公民教育的发展而发展的。在初始阶段,新教育运动初步引进了公民教育课程,公民学成为公民教育的主要课程,主要目的是培养“好公民”,但过于依附于大英帝国,教师对公民学的教学意识不高,方法也过于枯燥单一;由于受到二战和进步主义教育思想的影响,澳大利亚公民教育课程进入了发展阶段,社会科成为当时公民教育的主要课程,依附于英国的情结有所减弱,但实施效果不佳,更倾向于传统上的教学;20世纪中后期,澳大利亚过于重视经济和社会自身的发展,忽视了公民教育的重要性,公民教育课程处于停滞状态;公民学专家小组发布的“发现民主”计划推动了公民教育课程的实施和发展,使得公民教育课程走向了复兴之路,社会与环境研究课程成为主要课程,虽然在发展中有一定的局限性,但公民教育课程从此获得了各方面的支持和关注;在联邦政府的支持和推动下,澳大利亚各州和地区出台了相关的政策和文件予以推动公民教育课程的发展,社会与环境研究课程得以进一步完善,逐步走向了全面发展的道路。研究澳大利亚公民教育课程的发展历程对我国公民教育课程的改革和发展具有重要意义。
[Abstract]:Civic education has become the focus of contemporary western political philosophy and educational theory. Developing the curriculum of civic education is the most direct and effective way to implement civic education. The basic stage of basic education is to develop the curriculum of civic education.The most critical period.Therefore, it is of great significance to study the curriculum of civic education in primary and secondary schools to promote the development of civic education in China.Based on the background of Australia's social politics, economy and culture, and the development course of Australian civic education, this paper systematically expounds and analyzes the establishment, development and stagnation of the curriculum of citizenship education in primary and secondary schools in Australia.This paper discusses the social background, curriculum implementation, characteristics and existing problems in the five stages of rejuvenation and all-round development. On the basis of studying the historical development of the curriculum of citizenship education in Australia, the author hopes to further think about the curriculum of civic education in our country.The curriculum of citizenship education in Australia develops with the development of civic education.In the initial stage, the new education movement initially introduced the curriculum of civic education, and citizenship became the main course of civic education, the main purpose of which was to cultivate "good citizens", but it was too dependent on the British Empire, and teachers' teaching awareness of citizenship was not high.Due to the influence of World War II and progressive educational thought, the curriculum of citizenship education in Australia entered a stage of development, and social studies became the main curriculum of civic education at that time, and the complex attached to the United Kingdom weakened.But the implementation effect is not good, more inclined to the traditional teaching in the middle and late 20th century, Australia pays too much attention to the development of economy and society itself, neglecting the importance of civic education, civic education curriculum is stagnant;The "Discovery Democracy" program published by the Group of Citizenship experts has promoted the implementation and development of the curriculum of civic education, which has led to the revival of the curriculum of civic education, and the curriculum of social and environmental studies has become the main course.Although there are some limitations in development, the curriculum of civic education has received support and attention from all sides; with the support and promotion of the federal government,Australian states and territories have issued relevant policies and documents to promote the development of civic education curriculum, social and environmental research curriculum has been further improved, gradually moving towards the road of all-round development.It is of great significance for the reform and development of citizenship education curriculum in Australia to study the course development of citizenship education in Australia.
