从善政到善治:地方政府在基础教育改革中的作用

【摘要】：地方政府在基础教育改革中具有合法主体地位,但这一地位并非唯一的。在多元主体并存的基础教育改革中,地方政府的权力需要有边界。从合法性原则来说,地方政府的权力有法律边界和认可边界;从合理性原则来说,地方政府的权力有专业边界和价值边界。地方政府既要积极作为,又要恪守权力边界。
[Abstract]:The local government has legal status in basic education reform , but this position is not the only one . In the reform of basic education with multiple entities , the power of local government needs to be bound . From the principle of legality , the power of local government has legal boundary and recognition boundary . From the principle of rationality , the power of local government has professional boundary and value boundary .
