语言权视角下的广西壮汉双语教育实践

【摘要】：在国际法中,对少数民族语言权的保护主要是从"反歧视"的角度;在国内法领域,国家是以根本大法的形式确立了少数民族语言在民族自治地方为通用语言的法律地位,同时,我国的民族区域自治法、教育法、义务教育法等也以法律的形式确立了双语教学在民族教育中的地位。国务院在1957年通过了拉丁化字母为基础的《壮文方案》,此后,新壮文的推广从农村群众的扫盲运动发展到了在壮族聚居区的中、小学中采用壮汉双语教育阶段。今天,广西的壮汉双语教育仍有许多困境,原因有新壮文本身的适用性问题,但最重要的还是广西社会整体发展水平的提高,以及农村地区与外界交流机会的不断增多。在这种背景下,有必要对双语教育的目标进行反思。
[Abstract]:In international law, the protection of minority language rights is mainly from the perspective of "anti-discrimination"; In the field of domestic law, the state has established the legal status of minority languages as the common language in national autonomous areas in the form of fundamental laws. At the same time, our national regional autonomy law, education law. Compulsory education law also established the status of bilingual teaching in ethnic education in the form of law. In 1957, the State Council adopted the Latinized Alphabet based "Zhuangwen Program". The promotion of Xinzhuangwen has developed from the literacy campaign of the rural masses to the stage of bilingual education of Zhuang and Chinese in the middle and primary schools in the areas inhabited by the Zhuang nationality. Today, there are still many difficulties in the bilingual education of Zhuang and Chinese in Guangxi. The reasons are the applicability of Xinzhuangwen itself, but the most important thing is the improvement of the overall level of social development in Guangxi, as well as the increasing opportunities for communication between rural areas and the outside world. It is necessary to reflect on the goal of bilingual education.
