结构、治理与效率:跨国视角下技能形成的制度比较

【摘要】：本文通过对德国、日本、英国、美国等四个国家的比较分析发现,技能形成体系的治理结构与制度安排构成了符合本国或本地区的"高技能平衡",让中央与地方、市场与管制之间围绕技能形成体系关于收益与控制的冲突上找到一个博弈均衡点,形成一个符合技能稳定输出与技能各个主体成本分担机制的制度包。对中国而言,校企合作制度作为上述"博弈均衡点"的关键制度安排,有效的成本分担机制成为技能形成体系效率的关键。
[Abstract]:Through the comparative analysis of four countries, Germany, Japan, Britain and the United States, this paper finds that the governance structure and institutional arrangement of the skill formation system constitute a "high skill balance" that conforms to their own country or region, so that the central and local governments, A game equilibrium point is found between the market and regulation around the conflict between the skill formation system and the income and control system, which forms a system package that accords with the mechanism of stable output of skills and the cost sharing mechanism of each subject of skill. As the key institutional arrangement of the game equilibrium point, the effective cost sharing mechanism becomes the key to the efficiency of the skill formation system.
