新型职业农民培训在海南的培训现状及对策研究

【摘要】：近年来,我国大力倡导现代化建设,作为以农业和旅游业为主要产业的海南实现现代化建设的关键是农业的现代化。要实现农业的现代化,最重要的就是要有一批有文化、懂经营、会管理的新型职业农民作为支撑。新型职业农民的培养需要依靠职业教育,尤其是与农民整体素质提高息息相关的新型职业农民培训。因此,加强新型职业农民培训,一方面有利于农业科技人才和农村实用人才的培养,有利于建设和扩大新型职业农民队伍；另一方面更有利于海南实现农业现代化,进而实现全岛的现代化建设。然而,虽然海南目前从事农业生产的人数相对较多,但是农民的整体素质普遍较低,这直接导致了农民收入水平的降低和农业经济发展速度的缓慢,更加影响了全省经济的持续健康发展。如何选择符合海南目前实际情况的新型职业农民培训模式,高效地培训出所需人才,是当前海南新型职业农民培训迫切需要解决的关键问题之一。本文首先对文中涉及到的农民、新型职业农民、农民培训、新型职业农民培训等较容易混肴的几个概念进行了解释；之后对关于新型职业农民培训的相关理论进行了阐述和分析,结合国内外文献综述,对新型职业农民培训进行了全面的阐述,从发达国家重视农民职业教育培训的实践经验中汲取经验。然后着重通过调研了解海南农民的共性特点以及他们对于目前培训的看法和意见,以海南正和职业培训学校为案例分析海南目前在新型职业农民培训过程中存在的问题。最后,分别从政府角度和培训机构角度针对提升海南新型职业农民培训质量提出了建议和对策。
[Abstract]:In recent years, China has vigorously advocated the modernization drive. The key to realizing the modernization drive in Hainan, which takes agriculture and tourism as the main industry, is the modernization of agriculture, and the most important thing in order to realize the modernization of agriculture is to have a number of cultures. The training of new-type professional peasants needs to rely on vocational education, especially on the training of new vocational peasants, which is closely related to the improvement of farmers' overall quality. Therefore, we should strengthen the training of new-type vocational farmers. On the one hand, it is conducive to the cultivation of agricultural science and technology talents and practical talents in rural areas, and to the construction and expansion of a new type of professional peasant contingent; on the other hand, it is more conducive to realizing the modernization of agriculture in Hainan, thus realizing the modernization of the whole island. Although there are relatively large numbers of people engaged in agricultural production in Hainan at present, the overall quality of farmers is generally low, which directly results in the decline of farmers' income levels and the slow pace of agricultural economic development. It also affects the sustained and healthy development of the province's economy. How to select a new type of vocational farmer training model in line with the actual situation in Hainan, and how to efficiently train the required talents, At present, it is one of the key problems that need to be solved urgently in the training of new type of professional farmers in Hainan. Some concepts such as new vocational farmer training and so on are explained, and then the related theories about the new vocational farmer training are expounded and analyzed, and combined with the literature review at home and abroad, The training of the new type of professional farmers is expounded in a comprehensive way. From the practical experience of the developed countries in attaching importance to the vocational education and training of farmers, and then focusing on the common characteristics of Hainan farmers through research and understanding, as well as their views and opinions on the current training, Taking the Hainan Zhenghe Vocational training School as a case study, this paper analyzes the problems existing in the training process of the new type of vocational farmers in Hainan. Finally, Suggestions and countermeasures are put forward to improve the training quality of new vocational farmers in Hainan from the angle of government and training institution.
