民族地区教育精准扶贫:内在机理与机制创新

【摘要】:民族地区教育精准扶贫的内在机理体现在教育资源获取和分配、教育权力运行规范性和有效性、教育发展权利保障三个教育治理问题上,目标是实现民族地区教育治理能力和治理体系的现代化。民族地区教育精准扶贫机制创新需要先进的教育观念支持、符合教育治理现代化的基本特征以及立足民族地区发展实际。因此,应建立健全民族地区教育精准扶贫法律保障制度,重视民族地区教育精准扶贫的教育资源供给侧结构性改革,同时构建适应民族地区教育精准扶贫需要的民主协商治理机制,实现民族地区教育治理的根本转型。
[Abstract]:The inherent mechanism of precision poverty alleviation in minority areas is reflected in three educational governance issues: the acquisition and distribution of educational resources, the normative and effective operation of educational power, and the guarantee of the right to educational development. The goal is to realize the modernization of educational governance ability and governance system in ethnic areas. The innovation of education precision poverty alleviation mechanism in minority areas needs the support of advanced educational concepts, which accords with the basic characteristics of educational governance modernization and the reality of development in ethnic minority areas. Therefore, it is necessary to establish and improve the legal guarantee system of education precision poverty alleviation in ethnic minority areas, and attach importance to the supply-side structural reform of educational resources in ethnic minority areas. At the same time, we should construct the democratic consultative governance mechanism to meet the needs of education in ethnic minority areas, and realize the fundamental transformation of educational governance in minority areas.
