【摘要】:农业、农村和农民问题,是关系全面建设小康社会和现代化事业全局的重大问题。加快发展面向农村的职业教育既是中等职业教育改革与发展的重要着力点,也是服务于国家“三农”战略的必然要求。河北省始于2009年的“送教下乡”活动对于提高农村劳动者素质、转变农业生产方式、改变农村落后面貌发挥了重要作用。充分认识“送教下乡”活动的意义和存在的问题,深入探究其长效发展机制对于增强中等职业学校办学活力,发挥学校服务“三农”的功能具有重要的现实意义。 本文以秦皇岛市职业技术学校“送教下乡”工作为例,从政府、学校、农民学员三个层面阐释了河北省“送教下乡”的背景和作用;通过“送教下乡”工作的实证调研,,探究了“送教下乡”在实际开展过程中存在的问题;从构建“送教下乡”长效机制着眼,从政策引领、资金支持、招生宣传、教学组织、日常管理等方面入手,提出了政府要对“送教下乡”工作保驾护航、加强监督管理,学校要规范办学、大胆改革教育教学模式,学员要提高认识、抓住机遇、增强自我发展的意识等对策。
[Abstract]:The problems of agriculture, rural areas and farmers are of great importance to the overall situation of building a well-off society and modernization in an all-round way. Speeding up the development of rural oriented vocational education is not only an important focus for the reform and development of secondary vocational education, but also an inevitable requirement for serving the national strategy of "three rural areas". The activities of "teaching and going to the countryside", which began in Hebei Province in 2009, have played an important role in improving the quality of rural workers, changing the agricultural production mode and changing the rural backwardness. It is of great practical significance to fully understand the significance and existing problems of the activities of "sending teachers to the countryside" and to probe into its long-term development mechanism for enhancing the vitality of secondary vocational schools and giving full play to the functions of the schools in serving the "three rural areas". Taking Qinhuangdao Vocational and Technical School as an example, this paper explains the background and function of "teaching and going to the countryside" in Hebei Province from three aspects: government, school and farmer students. Through the empirical investigation of "sending teaching to the countryside", this paper probes into the problems existing in the process of "sending teaching to the countryside". Starting with the construction of a long-term mechanism of "teaching and going to the countryside" and starting from the aspects of policy guidance, financial support, enrollment propaganda, teaching organization, daily management, and so on, it is proposed that the government should protect the work of "sending teaching to the countryside" and strengthen supervision and management. The school should standardize the running of school and reform the teaching mode boldly. The students should improve their understanding, seize the opportunity and strengthen their consciousness of self-development.
