基于中小企业公共服务平台的培训项目化管理实践研究

【摘要】：我国中小企业占比达到企业总数的98%,中小企业在我国GDP中占比大于60%,在我国税收中占比大于50%,为80%城镇居民提供了的就业岗位,新产品开发数占全国总数的82%,中小企业对我国国民经济发展做出了显著的贡献。但是目前中小企业管理者和从业人员普遍存在学历低、管理水平和专业知识水平低的现象,亟待进行培训。G省GGX教育培训中心承担着全省中小企业教育培训的任务,一直将如何服务好全省中小企业,为全省中小企业又好又快发展做出贡献作为核心工作理念。但是由于中心组织架构的束缚,项目管理体系不够完善,信息沟通与集成不畅等问题,中心在培训工作中还存在着一些问题。经过精确论证和周密计划,GGX教育培训中心设计并建设了中小企业公共服务平台,该平台主要包括呼叫平台、数据平台、用户平台和应用平台四个子平台,公共服务服务平台的建立有效的提高了培训项目管理水平,增强了对中小企业的服务能力。本文以GGX教育培训中心的工作业务为研究背景,对培训工作中存在的问题进行了分析并构建了培训项目化管理模型。本文共分为六章,第一章为绪论,主要介绍研究背景、研究目的、国内外研究现状及研究方法;第二章对于项目管理和培训管理的相关理论进行了介绍,对项目管理在培训项目中的应用理论做出了阐述。第三章对GXX教育培训中心进行了介绍,对目前培训项目所存在的问题进行了分析,并对中小企业公共服务平台做了详细介绍。第四章通过项目管理理论创建了基于中小企业公共服务平台的中小企业培训项目化管理体系,该体系由4个模块构成。第五章通过实例验证分析了基于中小企业公共服务平台的中小企业培训项目化管理体系的实际效果。第六章对研究结果进行了总结。通过研究可以发现,基于中小企业公共服务平台的中小企业培训项目化管理体系较好的解决了培训项目中存在的问题,明显提升了培训项目工作的效率,增强了培训服务的质量,提高了中小企业教育培训机构的业务水平。
[Abstract]:China's small and medium-sized enterprises account for 98% of the total number of enterprises, small and medium-sized enterprises account for more than 60% of China's GDP, account for more than 50% of China's tax revenue, and provide 80% of urban residents with jobs. New product development accounts for 82% of the country's total, small and medium-sized enterprises have made a significant contribution to the development of our national economy. However, at present, the managers and employees of small and medium-sized enterprises generally have the phenomenon of low academic background, low level of management and professional knowledge, which need to be trained urgently. The GGX Education and training Center of G Province undertakes the task of education and training of small and medium-sized enterprises in the whole province. How to serve the small and medium-sized enterprises in the province, and make contributions to the rapid development of small and medium-sized enterprises as the core concept of work. However, due to the constraints of the organizational structure of the center, the imperfect project management system and the poor communication and integration of information, there are still some problems in the training work of the center. After precise demonstration and careful planning, GGX Education and training Center designed and built a public service platform for small and medium-sized enterprises. The platform includes four sub-platforms: call platform, data platform, user platform and application platform. The establishment of public service platform effectively improves the level of training project management and enhances the service ability of small and medium-sized enterprises. Based on the research background of GGX Education and training Center, this paper analyzes the problems existing in the training work and constructs the training project management model. This paper is divided into six chapters, the first chapter is the introduction, mainly introduces the research background, research purpose, domestic and foreign research status and research methods; The second chapter introduces the relevant theories of project management and training management, and expounds the application theory of project management in training projects. The third chapter introduces the GXX Education and training Center, analyzes the problems existing in the current training projects, and makes a detailed introduction to the public service platform of small and medium-sized enterprises. In the fourth chapter, the project management system of small and medium-sized enterprises training based on the public service platform of small and medium-sized enterprises is established through the project management theory, which is composed of four modules. In the fifth chapter, the practical effect of the project management system based on the public service platform of small and medium-sized enterprises (SMEs) is verified and analyzed by an example. In the sixth chapter, the research results are summarized. Through the research, it can be found that the SME training project management system based on the SME public service platform has solved the problems existing in the training project, and obviously improved the efficiency of the training project work. Enhance the quality of training services, improve the business level of small and medium-sized enterprises education and training institutions.
