从应然之思到实然之举:现代大学制度下高校纪检监察机制论析

【摘要】：现代大学制度作为一种基于协调和改善大学与政府、大学与社会、大学内部行政权力与学术权力关系而提出的治理思想和管理策略,力争解决政府如何依法管理大学、大学如何自我民主管理的问题,其内在的主旨与精神为高校纪检监察机制的完善提供了新思路。在全面深化高等教育综合改革的进程中,梳理现代大学制度对高校纪检监察机制的应然要求,考量其实然发展与应然要求之间的价值疏离,探讨纪检监察机制优化的改革路径,有利于实现现代大学制度与高校反腐倡廉建设的良性循环和协调发展,有助于推进高校的"双一流"建设。
[Abstract]:The modern university system, as a kind of management strategy based on coordinating and improving the relationship between the university and the government, between the university and the society, between the administrative power and the academic power within the university, tries to solve the problem of how the government manages the university according to the law. The inner purport and spirit of self-democratic management in universities provide a new idea for the perfection of discipline inspection and supervision mechanism in colleges and universities. In the process of deepening the comprehensive reform of higher education in an all-round way, this paper combs the demands of modern university system on the discipline inspection and supervision mechanism in colleges and universities, considers the value alienation between the actual development and the ought requirements, and probes into the reform path of optimizing the discipline inspection and supervision mechanism. It is helpful to realize the virtuous circle and harmonious development of the modern university system and the construction of fighting corruption and advocating clean government in colleges and universities, and to promote the construction of "double first-class" in colleges and universities.
