京津冀协同发展战略下北京市高等教育布局调整问题研究

【摘要】：城市高等教育布局优化一直是教育事业改革与城市规划发展的重要内容之一。由于城市功能的实现离不开高等教育的助力,而高等教育的布局状况同时又间接体现了社会经济、产业、就业、公共服务等方面的资源配置安排,所以,从都市出发对高等教育布局进行探讨越来越受学界、社会与教育主管部门的关注。根据高等教育发展的一般规律,高校与城市的互动是相辅相成伴随始终的,然而,鉴于大都市在发展初期的刚性需求,人为直接或间接地造成了高等教育资源相对集中的现实。而高等教育作为实现都市功能中重要组成部分,应从核心功能与非核心功能的区分开始,从促进区域经济发展切入,以促进产业结构提升为考量,以巩固人才培养与技术创新为初衷,以带动其它地区教育事业提升为目标,重新审视都市高等教育布局的调整工作。有鉴于此,本论文试图从京津冀协同发展战略背景出发,聚焦北京市高等教育,以布局调整问题为研究对象,通过文献研究法、实地调研法与比较研究方法,探讨以非首都功能疏解为主线的北京市高等教育布局调整方向,具体步骤如下。首先,探究京津冀协同发展战略背景、研究意义,解读新时期北京市高等教育发展的新使命,并从人口结构与就业情况、经济辐射与产业结构、新城发展与城际互动、政策环境出发,分析影响北京市高等教育布局调整决策的外部因素。其次,分析并把握北京市高等教育发展现状,在此基础上,从高校总体数量分布、质量结构、与人口规模及区域GDP匹配程度、高校发展新增专业视角,对存在的高等教育布局问题进行剖析,同时解读新时期北京市高等教育布局被赋予的新使命,具体包括促进首都功能之优化、明确疏解方向与重点、提高服务经济社会能力和继续强化创新能力等。再次,在明确了存在问题与调整之必然性之后,尝试从对域外实践获取可供借鉴的经验,对都市高等教育布局的一般演进模式进行共性上的探寻,既把握后工业化时期国际大都市的共通困境,又从成功的问题解决经验中汲取养分,为我国首都高等教育布局调整的问题提供参考。最后,综合前文的分析,立足京津冀协同发展战略规划的大背景,提出北京市高等教育布局调整问题的指向与具体建议,以期为区域协同发展战略的推进,以及我国高等教育事业的可持续发展提供绵薄助力。
[Abstract]:The optimization of urban higher education layout is one of the important contents of educational reform and urban planning. Since the realization of urban functions can not be achieved without the help of higher education, and the distribution of higher education indirectly reflects the allocation of resources in such aspects as social economy, industry, employment, public services, etc., The discussion of the layout of higher education from the city is paid more and more attention by academic, social and educational departments. According to the general law of the development of higher education, the interaction between universities and cities complements each other all the time. However, in view of the rigid demand of the metropolis in the initial stage of development, the reality of the relative concentration of higher education resources is caused directly or indirectly. As an important part of the realization of urban function, higher education should start with the distinction between core function and non-core function, cut into the promotion of regional economic development, and take the promotion of industrial structure as a consideration. In order to consolidate the talent training and technological innovation as the original intention, to promote the cause of education in other regions as the goal, to re-examine the urban higher education layout adjustment. In view of this, this paper tries to focus on Beijing higher education from the strategic background of Beijing-Tianjin-Hebei coordinated development, taking the layout adjustment problem as the research object, through literature research, field investigation and comparative research methods. This paper discusses the adjustment direction of Beijing higher education layout with the main line of non-capital function. The concrete steps are as follows. First of all, it explores the strategic background and significance of Beijing, Tianjin and Hebei coordinated development, explains the new mission of Beijing's higher education development in the new period, and analyzes the population structure and employment situation, economic radiation and industrial structure, new city development and inter-city interaction. Based on the policy environment, this paper analyzes the external factors that influence the decision of Beijing higher education layout adjustment. Secondly, it analyzes and grasps the present situation of Beijing's higher education development, on the basis of this, from the overall quantity distribution, quality structure, matching degree with population scale and regional GDP, the angle of view of the new specialty development in colleges and universities. This paper analyzes the problems existing in the layout of higher education, and at the same time interprets the new mission of the layout of higher education in Beijing in the new period, which includes promoting the optimization of the function of the capital, clarifying the direction and key points of solving the problems. Improve the ability to serve the economy and society and continue to strengthen the ability to innovate. Thirdly, after defining the inevitability of the problems and adjustment, the author tries to explore the general evolution mode of urban higher education layout from the experience of overseas practice. It not only grasps the common dilemma of the international metropolis in the post-industrialization period, but also draws nutrients from the successful problem solving experience, and provides a reference for the adjustment of the distribution of higher education in the capital of our country. Finally, based on the background of the strategic planning of Beijing-Tianjin-Hebei cooperative development, the paper puts forward the direction and concrete suggestions of the adjustment of Beijing's higher education layout, in order to promote the regional coordinated development strategy. As well as the sustainable development of higher education in China to provide a modest support.
