欧洲大学自治的多维度剖析及实然样态

【摘要】：提高大学自治水平和高等教育质量已成为欧洲大多数国家的共识,然而欧洲各国秉持的大学自治观和其推出的相关政策存在较大差异。欧洲大学协会则将大学自治统一划分为组织自治、财政自治、学术自治、人事自治四个维度,并对欧洲28个高等教育系统的高校自治状况数据化,以比较各国高校自治状态、勾勒出欧洲大学自治图景。研究发现不同自治维度之间存在紧密的连带关系,因此建议采取一种整体性的系统方法,兼顾自治权的各个维度,并由大学和政府共同完成大学自治变革。
[Abstract]:To improve the level of university autonomy and the quality of higher education has become the consensus of most European countries. However, there are great differences between European countries in the view of university autonomy and related policies. The European University Association divides university autonomy into four dimensions: organizational autonomy, financial autonomy, academic autonomy and personnel autonomy, and digitizes the status of university autonomy in 28 European higher education systems in order to compare the states of university autonomy in various countries. Draw a picture of European university autonomy. It is found that there is a close relationship between different autonomy dimensions. Therefore, it is suggested that a holistic system approach should be adopted to give consideration to each dimension of autonomy, and the university and the government should work together to complete the reform of university autonomy.
