我国高等教育区域协调发展的路径选择及制度安排:基于资源的视角

【摘要】：在资源总量和资源配置效率的综合影响下,我国高等教育发展呈现明显的区域不协调,形成了"极度失调区、严重失调区、中度失调区、轻度失调区、中级协调区、初级协调区"多元并举的格局。针对不同的协调发展区,分别采用"培育增长极、梯度推进、网格开发"的高等教育资源再配置模式,是实现我国高等教育区域协调发展的重要路径。在资源配置的具体制度设计上,鉴于增长极区域较强的高等教育资源要素汇集能力,理应充分发挥增长极地区的资源获取优势,实施向增长极重点倾斜的系列政策;鉴于非增长极区域相对有限的高等教育资源获取能力,理应系统考虑非增长极地区资源配置的回流效应,实施向非增长极区域辐射的系列政策。
[Abstract]:Under the comprehensive influence of the total amount of resources and the efficiency of resource allocation, the development of higher education in our country presents obvious regional disharmony, which forms "extremely maladjusted area, serious maladjusted area, moderate maladjusted area, mild maladjusted area, intermediate coordination area". Primary coordination area "multiple simultaneous development pattern." According to different coordinated development areas, it is an important way to realize the coordinated development of higher education regions in China by adopting the "cultivate growth pole, gradient advance, grid development" mode of higher education resources reconfiguration. In the specific system design of resource allocation, in view of the strong ability of the higher education resource element gathering in the growth pole region, we should give full play to the resource acquisition advantage of the growth pole region, and implement a series of policies that are inclined to the growth pole key point; In view of the relatively limited ability of obtaining higher education resources in non-growth polar regions, the backflow effect of resource allocation in non-growth polar regions should be systematically considered and a series of policies should be implemented to radiate to non-growth polar regions.
