当代美国高校应急管理教育研究

【摘要】:和平与发展是当今世界的主题,而政治和经济的全球化,在带给各国发展机遇和交流的平台的同时,也使传统和非传统冲突向世界蔓延。由此,世界各国都面临着层出不穷的突发事件和安全问题,如何应对各类突发事件已经成为各国共同关心的重要课题。而发展应急管理教育,培养应急管理专业人才,是提高国家应急管理综合能力的重要支撑,因此全球各个国家都非常重视应急管理教育的意义和作用。应急管理教育在当代社会和教育环境下有其必要性和必然性。美国作为全球公认的教育强国,在应急管理教育领域,不仅有比较成熟的应急管理教育培训体系,而且有非常丰富的实践层面的应急管理经验。本论文采用文献分析法、访谈法,比较研究法,围绕以下问题对当代美国高校应急管理教育进行研究:1.美国高校应急管理教育的发展取得了丰硕的理论和实践成果,支撑其发展的教育目标和教育政策是什么?2.美国高校应急管理学科教课程内容有哪些?设置了哪些课程?有何特征?3.应急管理教育的课程实施方式又有哪些?4.美国高校应急管理教育的资源保障有哪些?5.我国高校应急管理教育的现状以及现存的问题有哪些?可从美国高校应急管理教育中借鉴哪些有利内容?针对以上问题,本论文共分为五章。导论部分介绍本研究的背景及意义,阐明当前国内外的应急管理教育研究现状,明确研究思路和研究方法,并对应急管理相关的核心概念进行界定;第一章将详细阐述当代美国高校应急管理教育的目标以及相关政策;第二章将重点阐述美国应急管理教育的课程内容、课程设置概况,并对具体课程进行介绍;第三章将详细探究美国高校应急管理课程实施方式;第四章从美国应急管理硬件设施建设、应急管理特色数据库建设、师资保障、法律保障和资金保障等方面阐述美国应急管理教育的保障体系;第五章将结合我国高校应急管理教育存在的问题和现状,总结美国应急管理教育对我国的启示,为我国应急管理教育的发展和完善提供新的思路和方法。
[Abstract]:Peace and development are the themes of today's world, and the globalization of politics and economy not only brings development opportunities and platforms for exchanges, but also spreads traditional and non-traditional conflicts to the world. As a result, all the countries in the world are faced with endless emergency and security problems, how to deal with all kinds of emergencies has become an important issue of common concern. The development of emergency management education and training of emergency management professionals is an important support to improve the comprehensive ability of national emergency management, so every country in the world attaches great importance to the significance and role of emergency management education. Emergency management education has its necessity and inevitability in the contemporary society and educational environment. As a globally recognized educational power, the United States not only has a relatively mature emergency management education and training system in the field of emergency management education, but also has very rich experience in emergency management at the practical level. This paper uses literature analysis, interview and comparative research to study emergency management education in contemporary American colleges and universities around the following questions: 1. The development of emergency management education in American universities has made great achievements in theory and practice. What are the teaching contents of emergency management in American universities? What courses are offered? What are the characteristics? What are the methods of implementing the curriculum of emergency management education? What is the resource guarantee of emergency management education in American colleges and universities? What are the current situation and existing problems of emergency management education in colleges and universities in China? What advantages can we learn from the emergency management education in American universities? In view of the above problems, this paper is divided into five chapters. The introduction part introduces the background and significance of this study, clarifies the current research situation of emergency management education at home and abroad, clarifies the research ideas and research methods, and defines the core concepts related to emergency management. The first chapter will elaborate the current American university emergency management education goal and the related policy, the second chapter will elaborate the American emergency management education curriculum content, the curriculum setup outline, and carries on the introduction to the concrete curriculum; The third chapter will explore the implementation of emergency management courses in American universities in detail. Chapter four will focus on the construction of hardware facilities for emergency management in the United States, the construction of special databases for emergency management, and the guarantee of teachers. The fifth chapter will summarize the enlightenment of American emergency management education to our country according to the existing problems and current situation of emergency management education in colleges and universities in our country. To provide new ideas and methods for the development and improvement of emergency management education in China.
